Pursuant to section 90(1) of the Education and Training Act 2020 the Minister of Education notifies the making of foundation curriculum policy statements and national curriculum statements as set out in this notice.
The foundation curriculum policy statements and national curriculum statements are secondary legislation for the purpose of the Legislation Act 2019 and are administered by the Ministry of Education.
Every school and kura board, through the principal and staff, must choose to implement the foundation curriculum policy statements and national curriculum statements based on either The New Zealand Curriculum or Te Marautanga o Aotearoa.

The sections that are published as a foundation curriculum policy statement are the teaching sequence guidance (that sits ahead of the year-by-year teaching sequences in English) and assessment requirements. These set out requirements for teaching, learning, and assessment that underpin the national curriculum statement for each learning area and give direction for effective teaching and learning programmes. The rest is published as a national curriculum statement. This sets out what all students are to be taught over their time at school, including the desirable levels of knowledge, understanding, and skill to be achieved.

The foundation curriculum policy statements and national curriculum statements set out in this notice come into force on 1 January 2026 for all state and state-integrated schools, except for those run by a specified kura board. A specified kura board means the board of any of the following:
For schools run by a specified kura board, the national curriculum statements set out in this notice come into force on 1 January 2027 and the foundation curriculum policy statements set out in this notice apply to the national curriculum statements from that date. The transition time for specified kura boards is to allow time for the Crown to engage with Kaupapa Māori education providers through their representative bodies in advance of these decisions affecting their kura.
The following existing national curriculum statements (New Zealand Gazette, 29 October 2009, No. 157, page 3813 as amended by New Zealand Gazette, 21 December 2023, Notice No. 2023-go5904 and New Zealand Gazette, 31 October 2024, Notice No. 2024-sl5500) are hereby revoked and replaced with effect from 1 January 2026 for all state and state-integrated schools, except for those run by a specified kura board:
The remainder of these existing English, Mathematics and Statistics, Te Reo Māori and Pāngarau national curriculum statements that are not revoked by this notice nor by New Zealand Gazette, 31 October 2024, Notice No. 2024-sl5500 remain in force.
The following existing foundation curriculum policy statements and national curriculum statements New Zealand Gazette, 31 October 2024, Notice No. 2024-sl5500 are hereby revoked and replaced with effect from 1 January 2026 for all state and state-integrated schools, except for those run by a specified kura board.
For schools run by a specified kura board, the revocation and replacement of these statements has effect from 1 January 2027.
Because the statements first formally issued in 2009 are being updated in phases for different Year levels, different sets of statements are in force for different Year levels. Schools should choose the appropriate in force statements for their student needs. For example, schools may choose to make use of the Years 0–10 teaching sequence for some senior secondary students depending on the curriculum level they are working towards.
