Pursuant to section 90 of the Education and Training Act 2020 (incorporating all amendments), the Minister of Education hereby publishes notification of new foundation curriculum policy statements and national curriculum statements as set out in this notice.

Every school and kura board, through the principal and staff, must choose to implement the foundation curriculum policy statements and national curriculum statements based on either The New Zealand Curriculum or Te Marautanga o Aotearoa.

New Foundation Curriculum Statements and National Curriculum Statements for The New Zealand Curriculum

The new foundation curriculum policy statements and national curriculum statements for The New Zealand Curriculum, namely:

  • English Learning Area years 0–6 (phases 1–2)
  • Mathematics and Statistics Learning Area years 0–8 (phases 1–3)

The sections which are made as national curriculum statements are the “understand, know, do” (UKD) progress outcomes (one for each phase). These set out what students are expected to learn over their time at school, including the desirable levels of knowledge, understanding, and skill to be achieved, in English and in Mathematics and Statistics.

The rest is made as foundation curriculum policy statements. These set out expectations for teaching (including what needs to be taught when and how), learning and assessment that underpin the national curriculum statements and give direction for effective English (including literacy / reading and writing) and Mathematics and Statistics (or maths, including numeracy) teaching and learning programmes.

Ngā Tauākī Herenga Marautanga Taketake me Ngā Tauākī Marautanga ā-Motu kua whakahoungia mā The New Zealand Curriculum

Ko ngā tauākī herenga marautanga taketake me ngā tauākī marautanga ā-motu kua whakahoungia mō The New Zealand Curriculum, arā ko:

  • Wāhanga Ako English tau 0–6 (tūārere 1–2)
  • Wāhanga Ako Mathematics me Statistics tau 0–8 (tūārere 1–3)

Ko ngā wehenga o ngā tauākī marautanga ā-motu ka noho ki ngā hua kauneke o “te mārama, te mātau, te mahi” (kia kotahi ēnei ki ia tūārere). Ka whakatakoto ēnei i ngā āhuatanga hei akoako mā ngā ākonga i a rātau i te kura, tae ana ki ngā pae o te mātauranga, o te māramatanga, me ngā pūkenga me eke i ngā akoranga English, Mathematics, Statistics hoki.

Ko te toenga ka noho hei tauākī herenga marautanga taketake. Ka whakatakoto ēnei i ngā kawatau mō te whakaako (tae ana ki ngā mea me whakaako, te wā, me te ara whakaako), ngā mahi ako, me ngā aromatawai e tautoko ana i ngā tauākī marautanga ā-motu, e tohutohu ana hoki i ngā hōtaka whakaako me ngā hōtaka akoako whaitake mō te English (tae ana ki te mātau reo matatini, te pānui, me te tuhituhi) mō te Mathematics, me te Statistics hoki (mō maths rānei me ngā mātau pāngarau).

New Foundation Curriculum Policy Statements and National Curriculum Statements for Te Marautanga o Aotearoa

The new foundation curriculum policy statements and national curriculum statements for Te Marautanga o Aotearoa, namely:

  • Te Reo Rangatira wāhanga ako years 0–6 (tūārere 1–2)
  • Pāngarau wāhanga ako years 0–8 (tūārere 1–3)

The sections which are made as national curriculum statements are Whenu, Toi Mokopuna and Tohu Ako (excluding Mā te Kaiako). These set out what students are expected to learn over their time at school, including the desirable levels of knowledge, understanding, and skill to be achieved.

The rest (including Mā te Kaiako within the Tohu Ako section) is made as foundation curriculum policy

statements. These set out expectations for teaching, learning and aromatawai that underpin the national curriculum statements and give direction for effective Te Reo Rangatira (including te reo matatini / pānui and tuhituhi) and Pāngarau teaching and learning programmes.

Ko ngā tauākī herenga marautanga taketake me ngā tauākī marautanga ā-motu kua whakahoungia mō Te Marautanga o Aotearoa, arā ko:

  • Wāhanga Ako Reo Rangatira tau 0–6 (tūārere 1–2)
  • Wāhanga Ako Pāngarau tau 0–8 (tūārere 1–3)

Ko ngā wehenga o ngā tauākī marautanga ā-motu ēnei: Whenu, Toi Mokopuna, Tohu Ako (hāunga ko Mā te Kaiako). Ka whakatakoto ēnei i ngā āhuatanga hei ako mā ngā ākonga i a rātau i te kura, tae ana ki ngā taumata o te mātauranga, te māramatanga, me ngā pūkenga me eke.

Commencement, Revocation and Transition to new statements

The new foundation curriculum policy statements and national curriculum statements set out in this notice come into force on 1 January 2025.

The following existing national curriculum statements (New Zealand Gazette, 29 October 2009, No. 157, page 3813 as amended by New Zealand Gazette, 21 December 2023, Notice No. 2023-go5904) are hereby revoked and replaced with effect from 1 January 2025:

  • curriculum levels 1–3 of the English national curriculum statement for The New Zealand Curriculum
  • curriculum levels 1–4 of the Mathematics and Statistics national curriculum statement for The New Zealand Curriculum
  • curriculum levels 1–3 of the Te Reo Māori national curriculum statement for Te Marautanga o Aotearoa
  • curriculum levels 1–4 of the Pāngarau national curriculum statement for Te Marautanga o Aotearoa

The remainder of the existing English, Mathematics and Statistics, Te Reo Māori and Pāngarau national curriculum statements remain in force. Schools and kura should generally choose between the new and existing statements based on the Year levels their school or kura covers but may choose to use both statements in order to meet their students’ needs. This means that intermediate and secondary schools may choose to make use of the new statements for some students if they are currently working below level 4 (English or Te Reo Māori) or level 5 (Mathematics and Statistics or Pāngarau), or that primary and intermediate schools may choose to make use of the existing statements for some students if they are already working above phase/tūārere 2 (English and Te Reo Rangatira) or phase/tūārere 3 (Mathematics and Statistics or Pāngarau).

Te Tīmatanga, Te Whakakāhoretanga, Te Whakawhitinga hoki ki ngā tauākī hou

Ka whakamanahia ngā tauākī herenga marautanga taketake me ngā tauākī marautanga ā-motu kua whakahoungia hei te 1 Hanuere 2025.
