Foundation Curriculum Policy Statements and National Curriculum Statements / Ngā Kaupapa Here Tauākī Tūāpapa Marautanga me ngā Tauākī Marautanga ā-Motu
The National Curriculum for schooling is being updated to make explicit the expectation that all primary and intermediate schools are teaching 10 hours of reading and writing (or pānui and tuhituhi) and 5 hours of maths (or pāngarau) in a typical school week.
For The New Zealand Curriculum, a new foundation curriculum policy statement ‘Structuring teaching time for reading, writing, and maths’ is being added. For Te Marautanga o Aotearoa, a new foundation curriculum policy statement ‘Structuring teaching time for pānui, tuhituhi, and pāngarau’ is being added.

Pursuant to section 90 of the Education and Training Act 2020 (incorporating all amendments), the Minister of Education hereby publishes the Foundation Curriculum Policy Statements for ‘Structuring teaching time for reading, writing, and maths’ in The New Zealand Curriculum and ‘Structuring teaching time for pānui, tuhituhi, and pāngarau’ in Te Marautanga o Aotearoa.
Each school board, through the principal and staff, must choose to implement the foundation curriculum policy statements based on either The New Zealand Curriculum or Te Marautanga o Aotearoa.
These Foundation Curriculum Policy Statements provide direction for school boards’ implementation of the National Curriculum Statements effective from the date of publication of this notice.

Each of the National Curriculum Statements for The New Zealand Curriculum is amended by adding the following text:
“The teaching and learning of reading, writing and maths1 is a priority for all schools. So that all students are getting sufficient teaching and learning time for reading, writing and maths, each school board with students in Years 0 to 8 must, through its principal and staff, structure their teaching and learning programmes and/or timetables for delivering the National Curriculum Statements, including this one, to provide:
Where reading, writing and/or maths teaching and learning time is occurring within the context of National Curriculum Statements other than English or mathematics and statistics, progression of students’ reading, writing and/or maths dispositions, knowledge and skills at the appropriate level must be explicitly and intentionally planned for and attended to.
While the terms reading and writing are used, these expectations are inclusive of alternative methods of communication, including New Zealand Sign Language, augmentative and alternative communication (AAC) and Braille.

The National Curriculum Statements are hereby amended with effect from:
A specified kura board means the board of any of the following:
The transition time for specified kura boards is to allow time for the Crown to engage with Kaupapa Māori education providers through their representative bodies in advance of these decisions affecting their kura.
During the transition period between the publication of this notice and requirements coming into effect for specialist schools, those schools should be working towards implementing the amended National Curriculum Statements as far as practically possible.
