Research, Science, and Technology Funding – Separate Decision-making Process

Pursuant to section 5(2) of the Research, Science, and Technology Act 2010, the following research, science, and technology (RS&T) funding in the votes administered by the Ministry of Business, Innovation, and Employment is subject to a separate decision-making process:

  • Marsden Fund, but only in relation to the decisions to:
    • Invite expressions of interest to proceed to full proposals (based on eligibility and assessment criteria) in the 2026 Marsden Fund Round; and
    • Determine which full proposals do not meet the eligibility criteria and, therefore, will not be considered by the Research Funding New Zealand Board for funding.
  • Strategic Science Investment Fund but only in relation to funding for:
    • Infrastructure;
    • Crown Research Institutes and Independent Research Organisations; and
    • Biodiscovery Strategic Science Investment Fund Platform.
  • Talent and Science Promotion MCA;
  • Health Research Fund;
  • Partnered Research Fund;
  • Catalyst Fund;
  • Research Contract Management;
  • Gene Technology Regulatory Functions;
  • National Measurement Standards;
  • Callaghan Innovation – Operations;
  • Founder and Startup Support;
  • Innovation Trailblazer Grant;
  • Technology Incubator Programme;
  • New to R&D Grant;
  • Digital Technologies Sector Initiatives;
  • Science, innovation and technology departmental and capital appropriations; and
  • All science, innovation and technology funding in a vote other than Vote Business, Science and Innovation.

This notice supersedes and revokes the notice entitled: Technology Funding Subject to a Separate Decision-making Process (New Zealand Gazette, 12 April 2023, Notice No. 2023-go1261).

This notice comes into effect on 28 November 2025.
