Pursuant to Regulation 22 of the Health and Safety in Employment (Pressure Equipment, Cranes, and Passenger Ropeways) Regulations 1999, I, Sue Keats, in exercise of powers delegated to me by WorkSafe New Zealand, hereby give notice of recognition of the documents listed below submitted by Methanex New Zealand Limited.
- Letter of endorsement from Methanex Inspection Body dated 21 December 2023,
- Methanex Inspection Body ISO 17020 certificate of accreditation (123 Issue 18) issued by IANZ 5 December 2023,
- Methanex Corporation ISO 9001, quality management system certificate of registration (FM 656523) issued by BSI 14 September 2023,
- AI2GLBL0208 Methanex Risk Based Inspection Standard (Revision 0, 20 November 2023),
- AI4NZTA0018 Methanex Pressure Equipment Management System (Revision 6, 24 November 2021),
- AI4NZTA0111 Methanex RBI Process (Revision 2, 23 March 2017),
- AI4NZTAMIB0 Methanex Inspection Body Management System (Revision 12, 19 September 2022), and
- Methanex Schedule of Equipment 19 December 2023.
This notice also serves purpose to revoke Gazette notices New Zealand Gazette, 11 December 2014, Issue No. 148, Notice No. 2014-au7525, New Zealand Gazette, 8 April 2004, No. 41, page 1036, New Zealand Gazette, 15 May 2014, No. 48, page 1399, and New Zealand Gazette, 18 April 2013, No. 44, page 1357 regarding historic recognition of the risk-based inspection programmes of the Methanex New Zealand Limited sites under the specified regulations herein.
The submission indicates that this equipment would be managed in a manner consistent with the requirements of the Health and Safety in Employment (Pressure Equipment, Cranes and Passenger Ropeways) Regulations 1999 (PECPR). Accordingly, I advise that recognition of the inspection programme, as set out in the above detailed documentation, is granted under Regulation 22 of the PECPR Regulations.
This recognition is subject to the following conditions:
- Recognition applies only to pressure equipment specified in the documentation detailed within the submission.
- Inspection periods shall not exceed the maximum permitted by 4.4.4.1 (b) “Extended Interval” of AS/NZS 3788 for all equipment listed, except the specific equipment detailed in “Methanex Schedule of Equipment 19 December 2023” with inspection intervals further extended by risk based inspection permitted by 4.5 “Risk based inspection” of AS/NZS 3788. Any additions to the list of equipment with further extended inspection intervals shall be notified to WorkSafe.
- Methanex New Zealand Limited’s nominated Recognised Inspection Body shall determine the frequency and timing of the attendance of its equipment inspectors for the purpose of reviewing, approving and auditing the implementation of the ITP and for the inspection and certification of equipment.
- Methanex New Zealand Limited shall advise its nominated Recognised Inspection Body of any changes to its equipment or process that may affect safety, equipment life or the frequency or type of inspection applied. Methanex New Zealand Limited shall, in conjunction with its nominated Recognised Inspection Body, review actual or proposed changes to its equipment or process in order to establish any potential impact on safety and equipment inspection.
- Methanex New Zealand Limited shall advise its nominated Recognised Inspection Body of any changes to, or affecting, Methanex New Zealand Limited’s engineering personnel.
- Methanex New Zealand Limited shall review its quality management system immediately, and regularly, and update it to accommodate any changes necessary following the granting of this recognition.
- This recognition shall remain in force for a period of five years from the date of this notice, provided all its conditions continue to be satisfied and unless cancelled in writing.
- Application for continued recognition will be required on or before 19 March 2029.
- This recognition may be withdrawn should the services of its nominated Recognised Inspection Body be discontinued or, if there is any significant change to the equipment or process.
