Fees Payable to Te Kaunihera Rata o Aotearoa | Medical Council of New Zealand from 1 July 2022

Under sections 130–133 of the Health Practitioners Competence Assurance Act 2003, the Medical Council of New Zealand (“Council”) gives notice that fees and levy (GST excluded), set out in the Fees Schedule below, are payable effective from 1 July 2022.

Commencement

This notice comes into effect on 1 July 2022. From that date, the following notice is revoked:

Explanatory Note

Changes to Council Fees and Disciplinary Levy

On 19 April 2022, Council published a consultation document on its website, outlining the reasons for proposed changes to existing fees and disciplinary levy and sought feedback on the proposals. The consultation document was also sent to all registered doctors, the Ministry of Health, district health boards and other organisations with an interest. Following an extensive review of fees in 2021, using the activity-based costing methodology first adopted by Council for fee setting in 2015. Most of Council’s existing fees were inflation-adjusted by 5.9% on the basis they were recently re-costed and therefore the existing fee is representative of the activity-based cost.

Fifty-three responses were received and were considered by the Audit and Risk Committee under delegation from Council on 26 May 2022. The Audit and Risk Committee resolved to approve the fees outlined in this notice with an effective date of 1 July 2022. Council was very pleased that we have been able to maintain the level of practising certificate fee and limit the increase to the disciplinary levy.

Key to Annotations

1. All fees are non-refundable unless denoted.

2. Reduced fee payable for first time applicants applying for registration within a provisional or special purpose scope of practice where the appointment is for six months or less. For appointments longer than six months, the PC fee will be charged to bring medical practitioners on to their PC cycle.

3. Fee includes a disciplinary levy of $235.00.

4. Services provided by external providers are on-charged in full by Council. A one-off administration fee is charged up front to cover the cost of Council staff time and overheads.

5. These fees have not been inflation-adjusted on the basis that the existing fees, having been reviewed, are still considered representative of the activity-based cost. Additionally, the fee for accreditation of prevocational training providers is unlikely to be levied in the 2022/23 financial year given ongoing health reforms. Each of these fees will be reviewed for the 2023/24 financial year.
