Pursuant to section 16(1) of the Major Events Management Act 2007 (“Act”), the Minister for Economic and Regional Development gives the following notice:

1. Commencement and Purpose

This notice, which comes into force on the day of its notification in the New Zealand Gazette, declares the clean zones and clean periods pursuant to section 16 of the Act for the three RWC 2021 (Playing in 2022) host city venues.

2. Clean Zones and Clean Periods

(1) The clean zone and clean periods for each RWC 2021 (Playing in 2022) venue are set out in the Schedules as follows:

Schedule 1: Eden Park, Auckland

Schedule 2: Waitakere Stadium, Auckland

Schedule 3: Northland Events Centre, Whangarei

(2) The clean zones described in the Schedules include the land comprising:

1. the named streets or roads that form the border of each clean zone up to the boundary of any abutting land at the outside edge of the clean zone; and
2. the land wholly enclosed by the border formed by the named streets or roads.

3. Excluded Land and Buildings

For the avoidance of doubt, any excluded land or buildings as defined in section 16(5) of the Act, are not included in the clean zones described in the Schedules to this notice.

Schedule 1—Eden Park, Auckland

Clean Zone

The area shown in Map A, being the area bordered by and including:

1. New North Road from Wolseley Street to Stormont Place;
2. A direct line from the intersection of Stormont Place with New North Road to the intersection of Onslow Road and Marlborough Street (including the portion of Onslow Road);
3. Marlborough Street from Onslow Road to Tongariro Street;
4. Tongariro Street;
5. Royal Terrace;
6. Sandringham Road from Royal Terrace to Shaw Street;
7. Shaw Street;
8. Collins Street;
9. Ethel Street from Collins Street to McDonald Street;
10. McDonald Street; and
11. Morningside Drive from McDonald Street to New North Road.

Clean Periods

The Eden Park clean zone will apply during the following periods:

1. From 6.00am on Saturday, 8 October 2022 until 11.59pm on Saturday, 8 October 2022.
2. From 6.00am on Saturday, 5 November 2022 until 11.59pm on Saturday, 5 November 2022.
3. From 6.00am on Saturday, 12 November 2022 until 11.59pm on Saturday, 12 November 2022.

Map A: Eden Park Clean Zone

Schedule 2—Waitakere Stadium, Auckland

Clean Zone

The area shown in Map B, being the area bordered by and including:

1. Central Park Drive from Waikumete Stream to Te Pai Place;
2. Te Pai Place from Central Park Drive to 22 Te Pai Place;
3. The Stadium overflow parking between 22 Te Pai Place and Clemway Place;
4. Clemway Place through to Central Park Drive;
5. Central Park Drive from Clemway place to the boundary of Central Park (at 89 Central Park Drive);
6. Central Park Drive along to the Waikumete Stream; and
7. From the boundary of Central Park and the Waikumete Stream (next to 89 Central Park Drive) along the Waikumete Stream to the bridge at Central Park Drive.

Clean Periods

The Waitakere Stadium clean zone will apply during the following periods:

1. From 6.00am on Sunday, 16 October 2022 until 11.59pm on Sunday, 16 October 2022.
2. From 6.00am on Sunday, 23 October 2022 until 11.59pm on Sunday, 23 October 2022.
3. From 6.00am on Sunday, 30 October 2022 until 11.59pm on Sunday, 30 October 2022.

Map B: Waitakere Stadium Clean Zone

Schedule 3—Northland Events Centre, Whangarei

Clean Zone

The area shown in Map C, being the area bordered by and including:

a. Port Road from the northern intersection with Okara Drive to the southern intersection with Okara Drive; and
b. Okara Drive from the southern intersection with Port Road to the northern intersection with Port Road.

Clean Periods

The Northland Events Centre clean zone will apply during the following periods:

a. From 6.00am on Sunday, 9 October 2022 until 11.59pm on Sunday, 9 October 2022.
b. From 6.00am on Saturday, 15 October 2022 until 11.59pm on Saturday, 15 October 2022.
c. From 6.00am on Saturday, 22 October 2022 until 11.59pm on Saturday, 22 October 2022.
d. From 6.00am on Saturday, 29 October 2022 until 11.59pm on Saturday, 29 October 2022.
