Exemption of Persons From Pre-departure Testing Requirements Before Arriving in New Zealand by Air

Pursuant to clause 27A of the COVID-19 Public Health Response (Air Border) Order (No 2) 2020 (“Order”), I, Ashley Bloomfield, Director-General of Health, declare that the classes of persons listed in this notice, arriving in New Zealand by air, are exempt from the requirements for pre-departure COVID-19 testing or examination by a medical practitioner set out in clause 8(2B) of the Order.

Persons whose journey by air begins or is taken to begin in the following countries or other places:

  • Antarctica
  • the Cook Islands
  • Federated States of Micronesia
  • Fiji
  • Kiribati
  • Marshall Islands
  • Nauru
  • New Caledonia
  • Niue
  • Palau
  • Samoa
  • Solomon Islands
  • Tokelau
  • Tonga
  • Tuvalu
  • Vanuatu

The exemption takes effect at 11.59pm on 4 September 2021. At the time this exemption takes effect, the exemption made on 16 April 2020 by me entitled Exemption of Persons From Pre-departure Requirements Before Arriving in New Zealand by Air, and published in the New Zealand Gazette on 16 April 2021 (New Zealand Gazette, 16 April 2021, Notice No. 2021-go1406) is revoked.

Subject to the terms of this exemption, all other provisions of the Order continue to apply until this exemption is revoked.
