Exemption of Persons From Pre-departure Requirements Before Arriving in New Zealand by Air

Pursuant to clause 27A of the COVID-19 Public Health Response (Air Border) Order (No 2) 2020 (“the Order”), I, Ashley Bloomfield, Director-General of Health, hereby declare that the classes of persons listed in this notice, arriving in New Zealand by air, are exempt from the requirements for pre-departure COVID-19 testing or examination by a medical practitioner set out in clause 8(2B) of the Order.

Persons whose journey by air begins or is taken to begin in the following countries or other places:

  • Antarctica
  • Australia 
  • The Cook Islands
  • Federated States of Micronesia
  • Fiji
  • Kiribati
  • Marshall Islands
  • Nauru
  • New Caledonia
  • Niue
  • Palau
  • Samoa
  • Solomon Islands
  • Tokelau
  • Tonga
  • Tuvalu
  • Vanuatu

The exemption takes effect at 11.59pm on 18 April 2021.

Subject to the terms of this exemption, all other provisions of the Order continue to apply until this exemption is revoked.
