Pursuant to section 161D(1)(e) of the Climate Change Response Act 2002, I, the Honourable Simon Watts, Minister of Climate Change, give the following notice. 

Notice 

1. Title and Commencement

(1) This notice may be cited as the Call for the Provision of Electricity Contract Related Information (Manufacture of Iron and Steel from Iron Sand) Notice 2025.

(2) This notice takes effect from and including 16 December 2025.

 2. Interpretation

Unless the context otherwise requires:

Manufacture of iron and steel from iron sand has the meaning given to it in regulation 23(3) of the Climate Change (Eligible Industrial Activities) Regulations 2010 and as undertaken by New Zealand Steel Development Limited. 

2016 electricity contract means the electricity related contract between New Zealand Steel Limited and Alinta ENZ Limited (Alinta) dated 6 September 2016.

NZ Steel means the company registered as New Zealand Steel Limited, and relating to the operations carried out by and for New Zealand Steel Limited at Glenbrook.

3. Electricity Contract Related Information Required to be Provided

(1) NZ Steel must provide the Ministry for the Environment, within 30 working days of the date of this notice, with the information specified in paragraphs 3(5)(a) to 3(5)(e) of this notice.

(2) NZ Steel must provide the information specified in paragraphs 3(5)(a) to 3(5)(e) in respect of the activity of manufacturing iron and steel from iron sand and for the period 1 January 2025 to 31 December 2025. 

(3) NZ Steel must provide actual values for historic time periods where such information is known.

(4) For time periods in the future, or where such actual information is not known, NZ Steel must provide its best estimate of the most likely values as at the date of this notice.

(5) NZ Steel must provide: 

1. the total amount of electricity generated (in GWh) by Alinta each month under NZ Steel’s 2016 electricity contract from 1 January 2025 that was generated from waste gases
2. the total amount of electricity generated (in GWh) by Alinta each month under NZ Steel’s 2016 electricity contract from 1 January 2025 that was generated from natural gas
3. the total net amount of electricity purchased (in GWh) by NZ Steel each month being that which was purchased from the grid less that reported under (a) and (b)
4. the total electricity consumption (in GWh) each month relating to NZ Steel’s activities
5. any other changes to contract parameters with Alinta: 
1. relevant to determining the NZ Steel allocative baselines for 2025 and 2026, and
2. including whether NZ Steel has entered into any other electricity supply contracts with Alinta whose term extends beyond two years from the date of this notice.

4. NZ Steel may provide any additional information that it believes will assist the Minister in making a determination.
