The New Zealand Meat Board (“Board”) has reviewed its existing quota management fee structure for the EU WTO Sheepmeat and Goatmeat TRQ, EU FTA Sheepmeat & Goatmeat (chilled/fresh) and EU FTA Sheepmeat and Goatmeat (frozen) TRQ’s and EU FTA Beef TRQ. Following consultation, the Board has determined that fees payable in respect of these quotas be amended pursuant to section 36 of the Meat Board Act 2004.

Special Levy fees are being applied to these four TRQs to recover the preparedness and implementation costs of establishing quota management systems for new sheepmeat and goatmeat, and beef TRQ access under the New Zealand–EU FTA. The Special Levy fees are additional to all other existing fees (including an existing Special Levy fee applied to the EU WTO Sheepmeat and Goatmeat TRQ for recovery of preparedness and implementation costs related to changes to that TRQ following Brexit).

All other existing quota management fees remain the same, as listed on the New Zealand Meat Board website under Quotas/Fees.

The Special Levy fees apply to allocations of quota allowance from the 2026 quota year, from 1 December 2025, and for an anticipated timeframe of three years.

The amended fees are set out in the table below.

For the 2026 TRQs: EU WTO Sheepmeat and Goatmeat, EU FTA Sheepmeat and Goatmeat (chilled/fresh), EU FTA Sheepmeat and Goatmeat (frozen) and EU FTA Beef:

  • The quantum of the Variable Participation fees payable by each General Quota Holder will be notified to those persons by the Board following the annual allocation of TRQ Allowances and are due by 31 December 2025. As applied above, these fees will include a new Special Levy recovery fee for each EU TRQ at the rate notified, in addition to existing Variable Participation and (if applicable) Special Levy fees.
  • The quantum of Special Levy fee recoveries for quota allocated on a first come first served basis to New Entrants will be notified to those applicants via the drawdown process.

The EU WTO Sheepmeat and Goatmeat TRQ applies to 125,769 tonnes carcass weight equivalent (c.w.e) and the tariff rate for “in quota” imports is 0%.

The EU FTA Sheepmeat and Goatmeat (chilled/fresh) TRQ volume is 7,389 tonnes (c.w.e) for 2026 quota year (Year 2) with an annual increase of 1,478 tonnes (c.w.e) up to 13,300 tonnes (c.w.e) in 2030 and subsequent years. The tariff rate for “in quota” imports is 0%.

The EU FTA Sheepmeat and Goatmeat (frozen) TRQ volume is 13,722 tonnes (c.w.e) for 2026 quota year (Year 2) with an annual increase of 2,744 tonnes (c.w.e) up to 24,700 tonnes (c.w.e) in 2030 and subsequent years. The tariff rate for “in quota” imports is 0%.

The EU FTA Beef TRQ volume is 5,238 tonnes (c.w.e) for 2026 quota year (Year 2) with an annual increase of 952 tonnes (c.w.e) up to 10,000 tonnes (c.w.e) in 2031 and subsequent years. The tariff rate for “in quota” imports is 7.5%.
