Declaration Terminating State of Local Emergency and Notice of a Transition Period for a CDEM Group Area
On 24 October 2025, a State of Local Emergency was declared for the Clutha District in response to a severe weather event that caused widespread power outages, road closures, and disruption to water and communication networks across multiple rural communities.
There has been significant progress restoring services throughout the district, however as of 6 November approximately 67 households remain without power. There will be further outages throughout the network as Powernet complete further repairs, temporary fixes are repaired and work is done to stabilize the network. There are also intermittent telecommunications and ongoing drinking water issues. Safety assessments on our open spaces, welfare assessments and community support activities are continuing.
While immediate threats to life and property have reduced, sustained recovery coordination is required to support affected residents, restore essential lifeline services, and manage ongoing welfare, infrastructure and agricultural recovery activities. The declaration of a Local Transition Period will ensure that the Clutha District Recovery Manager retains appropriate powers to direct, coordinate and manage recovery operations effectively.

The termination of the state of local emergency takes effect immediately on the making of this declaration.
I, Jason Martin, Mayor of the Clutha District Council, give notice of a local transition period over the Clutha District.
A transition period is required in the public interest to ensure a timely and effective recovery following the termination of the State of Local Emergency. The transition period will provide the necessary functions and powers conferred under Part 5A of the Civil Defence Emergency Management Act 2002, to coordinate recovery activities, manage welfare support, direct restoration of essential services across affected communities, and control movement to maintain safety of the public.
