Notice of Recognition of Groups of Overseas Standards by the Minister for Building and Construction

This notice comes into force on 1 October 2025.

I give notice that the Minister for Building and Construction has by notice dated 17 September 2025 recognised the following groups of overseas standards in whole pursuant to section 272HB(1) of the Building Act 2004 (“Act”):

  • International Organization for Standardization (ISO Standards)
  • International Electrotechnical Commission (IEC Standards)
  • British Standards Institute (BS Standards)
  • American National Standards Institute (ANSI Standards)
  • Standards Australia (AS Standards)
  • European Committee for Standardization (CEN) (EN Standards)
  • European Committee for Electrotechnical Standardization (CENELEC) (EN Standards)
  • American Society for Testing and Materials (ASTM Standards)
  • International Code Council (ICC Standards)
  • International Commission on Illumination (CIE Standards)
  • Canadian Standards Association (CSA Group) (CSA Standards).

The title of the notice dated 17 September 2025 issued by the Minister for Building and Construction is: Building (Overseas Standards Recognition) Notice: #ESN-10001.

Availability of notices of recognition of groups of overseas standards by the Minister for Building and Construction

The notice dated 17 September 2025 issued by the Minister for Building and Construction, this notice and other notices of recognition of group(s) of overseas standards and standards certification scheme(s) by the Minister for Building and Construction can be viewed on the Ministry’s website at www.building.govt.nz from 22 September 2025.

Section 272HC of the Act also specifies that the chief executive of MBIE must also ensure that—

  1. promptly after a notice of recognition is made under section 272HB(1), that notice is made publicly available on the Ministry of Business, Innovation and Employment’s website
  2. even after a notice of recognition is amended or revoked, a digital copy of it in its original form continues to be publicly available on the Ministry’s Internet site; and
  3. promptly after a notice of recognition is amended, each of the following is publicly available on the Ministry’s Internet site:
    1. a digital copy of the amendment;
    2. a digital copy of the notice of recognition in its up-to-date form.
