Pursuant to section 190(1) of the Education and Training Act 2020 (“Act”), I hereby establish Te Kura Kaupapa Māori o Hawaiki Hou at 264A Lytton Road, Elgin, Gisborne, a Year 1–13 co-educational composite wharekura, and designate it as a Kura Kaupapa Māori under section 201(1) of the Act. Te Kura Kaupapa Māori o Hawaiki Hou will operate in accordance with Te Aho Matua.

Te Wharekura o Hawaiki Hou is based on the foundations of Māori tradition while reaching for Hawaiki houtanga. The special characteristics and purposes of the kura include:

  • a unique learning environment that is inclusive of all iwi, providing autonomy to each whānau, hapū and iwi to determine educational aspirations for their tamariki
  • the development of learners’ knowledge of Māoritanga and Te Ao Māori through an all-encompassing Ngāi Māori curriculum
  • a strong focus on mahi toi (the arts) as a system for knowledge and belief transference
  • revitalisation of Māori customs through a dedicated curriculum grounded in Te Aho Matua
  • enabling learners to draw on Ngai Māori mātauranga to weave and succeed in Hawaiki Hou.

The constitution of the Board will be a standard constitution under section 119 of the Act.
