Pursuant to Regulation 22 of the Health and Safety in Employment (Pressure Equipment, Cranes, and Passenger Ropeways) Regulations 1999, I, Christopher John Thornborough, in exercise of powers delegated to me by WorkSafe New Zealand, hereby give notice of recognition of the documents listed below submitted by OMV New Zealand Limited.
- Letter of endorsement from Sentinel Inspection Services Limited (Inspection Body) dated 2 May 2025,
- OMV New Zealand Limited ISO 9001 certificate of registration (1873 issued by Telarc on 18 October 2022 and valid until 8 November 2025),
- Pressure Equipment Register approved by Sentinel Inspection Services Limited dated 30 May 2025,
- Pressure Equipment Management System 1770 Revision 4 dated 29 May 2025.
The submission indicates that this equipment would be managed in a manner consistent with the requirements of the Health and Safety in Employment (Pressure Equipment, Cranes and Passenger Ropeways) Regulations 1999 (PECPR).
Accordingly, I advise that recognition of the inspection programme, as set out in the above detailed documentation, is granted under Regulation 22 of the PECPR Regulations.
This recognition is subject to the following conditions:
- OMV New Zealand Limited’s ISO 9001 certification issuing body shall conduct a full and thorough review of OMV New Zealand Limited’s Pressure Equipment Management System (quality management system for pressure equipment) to ensure the safe operation and reliability of pressure equipment included in this recognition, in accordance with the PECPR Regulations, Approved Code of Practice for Pressure Equipment (Excluding Boilers), and all relevant sections of AS 3788:2024 (subject to condition 5) with a new ISO 9001 certificate being issued, covering the scope of operation, inspection, maintenance and management of pressure equipment on OMV New Zealand Limited production facilities, and provided to WorkSafe New Zealand within six months from the date of this letter, on or before 27 February 2026.
- Recognition applies only to pressure equipment specified in the documentation detailed within the submission.
- OMV New Zealand Limited shall advise its nominated Recognised Inspection Body of any changes to its equipment, process, or engineering personnel and, in conjunction with its nominated Recognised Inspection Body, review all such changes in order to establish any potential impact on safety and equipment inspection.
- Inspection periods shall not exceed the maximum permitted by column 6 of table 4.1 “Extended Interval” of AS 3788 for all equipment listed.
- OMV New Zealand Limited shall conduct a full gap analysis of their system to AS 3788:2024 and either adopt the 2024 version of AS 3788, or detail justification of maintaining compliance with appropriate parts of AS/NZS 3788:2006 version that leads to greater levels of safety.
- OMV New Zealand Limited shall work with its nominated Recognised Inspection Body to determine the frequency and timing of the attendance of its equipment inspectors for the purpose of reviewing, approving and auditing the implementation of the ITP and for the inspection and certification of equipment.
- OMV New Zealand Limited shall maintain its quality management system’s ISO 9001 certification and ensure that WorkSafe is provided and maintained with a current copy of its certification certificate and scope at all times. Any changes to the scope of certification that may affect this exemption are considered to be significant changes that must be notified to WorkSafe as soon as the changes take effect.
- This recognition shall remain in force for a period of five years from the date of this letter, provided all its conditions continue to be satisfied and unless cancelled in writing. Application for continued recognition will be required on or before 27 August 2030.
- This recognition shall be withdrawn should the services of its nominated Recognised Inspection Body be discontinued or, if there is any significant change to the equipment or process.
