In accordance with section 446(a) and (b) of the Maritime Transport Act 1994 (“Act”), Maritime New Zealand, on behalf of the Associate Minister of Transport, gives notice of the Minister’s intention to make the following maritime rules (“draft rules”) which are now available for public comment:

  • Part 3B: Maritime (Design, Construction, and Equipment – Stability, Drainage, Freeboard, and Subdivision) Rules
  • Part 3C: Maritime (Design, Construction, and Equipment – Watertight and Weathertight) Rules
  • Part 3F: Maritime (Design, Construction, and Equipment – Electrical) Rules
  • Part 3G: Maritime (Design, Construction, and Equipment – Radio Equipment) Rules

These draft rules are the second consultation package for a proposed set of new rules. The new rules are intended to reform the current maritime design, construction, and equipment rules that set requirements for the survey and certification of, and the design, construction, and equipment requirements for, New Zealand domestic commercial ships.

Comments are invited on the above proposed rules developed under the Act.

In addition, the Director of Maritime New Zealand is proposing to make transport instruments for design, construction, and equipment requirements under the proposed new enabling provisions in the draft rules. The following proposed transport instruments are included in the consultation package in order for the Director to consult on them pursuant to section 452C of the Act:

  • Maritime Transport (Stability, Drainage, Freeboard, and Subdivision) Instrument
  • Maritime Transport (Watertight and Weathertight) Instrument
  • Maritime Transport (Electrical) Instrument
  • Maritime Transport (Radio Equipment) Instrument

Consultation will commence on Monday, 5 May 2025.

Submissions must be made by email or post by 5.00pm on Friday, 11 July 2025.
