Pursuant to subclause 3.4(11) of the Land Transport Rule: Traffic Controls Devices 2004 (“Rule”) and a delegation from the NZ Transport Agency, Waka Kotahi, (NZTA), I, Chris Rodley National Manager, Regulatory System Design, authorise the installation, maintenance, and operation of two-aspect pedestrian and cycle signals to control the movement of pedestrian and cyclists in a shared Barnes Dance signals phase.

  1. for the purpose described in Schedule 1;
  2. in the form and layout and complying with the operating requirements set out in Schedule 2;
  3. at the locations stated in Schedule 3;
  4. for the period specified in Schedule 4; and
  5. subject to the evaluation outlined in Schedule 5.

The two-aspect pedestrian and cycle signals may be installed for the purpose of evaluating their use in efficiently and safely controlling the movement of pedestrians and cyclists during a shared Barnes Dance signal phase and the trial will be called the “Two-aspect pedestrian and cycle signal Barnes Dance further trial”.

For the purposes of the trial, the red and green two-aspect cycle signals and the red and green signal aspects with combined pedestrian and cycle symbols described in Schedule 2 of this notice are equivalent to the red and green cycle or pedestrian signal aspects in Section 6 and Schedule 3 of the Rule.

Schedule 1—Purpose of trial

The purpose of the trial is to:

  1. enable the installation and operation of two-aspect signals that combine a pedestrian and cycle symbol in the same signal aspect, as an alternative to the requirements for traffic signal aspects in 6.3(1)(a) and Schedule 3 of the Rule;
  2. evaluate the safety, efficiency, and effectiveness of two-aspect signals with combined pedestrian and cycle symbols for the operation of a shared Barnes Dance signals phase;
  3. assess pedestrians’ and cyclists’ understanding of and compliance with two-aspect combined pedestrian and cycle symbols during a Barnes Dance signals phase;
  4. assess the behaviour and response of cyclists approaching two-aspect shared pedestrian and cycle Barnes Dance signals compared with their behaviour and response approaching a signalised cycle crossing;
  5. investigate whether separate call buttons for pedestrians and cyclists are preferable or if a single call button provides an adequate level of service;
  6. assess the need for a system to automatically detect the presence of pedestrians or cyclists waiting to cross or to detect when they have cleared the crossing and to adjust the signal phasing accordingly;
  7. evaluate the safety and efficiency of a shared pedestrian and cycle “Barnes Dance” phase at an intersection when all roadway approaches to the intersection are controlled by red signals.
  8. evaluate the safety of pedestrians (including E-scooter riders) and cyclists crossing the road during a shared Barnes Dance phase and any adverse effects due to pedestrians or cyclists crossing the road during motor vehicle signal phases.

Schedule 2—Form, layout, and operation of two-aspect cycle signals

  1. All cycle and pedestrian symbols used in traffic signal aspects for the purposes of this trial must conform with the shape and size of the symbols in diagrams S2-3, S3-1 and S3-2 in Schedule 3 of the Rule, except as specified in Schedule 2(e) of this notice.
  2. The signal aspects with combined pedestrian and cycle symbols must comprise:
    1. a red standing pedestrian symbol above a red cycle symbol in one signal aspect, installed above;
    2. a green walking pedestrian symbol above a green cycle symbol in one signal aspect.
  3. The signal aspects for combined pedestrian and cycle symbols must be 300 mm diameter.
  4. The pedestrian and cycle symbols for combined signal aspects may be reduced in size to fit both images in a single 300 mm diameter signal aspect.
  5. A countdown timer complying with 6.6(3A), 6.6(3B) and diagram S3-3 in Schedule 3 of the Rule may be displayed as a separate signal aspect to the right of the red shared pedestrian and cycle aspect.
  6. The sequence of operation of combined pedestrian and cycle signals must be:
    1. A steady green combined walking pedestrian and cycle signal, followed by;
    2. A flashing red combined standing pedestrian and cycle signal, followed by;
    3. The sequence beginning in (f)(i) or a steady red combined standing pedestrian and cycle signal, followed by the sequence beginning in (f)(i).
  7. Call buttons for the shared pedestrian and cycle crossing Barnes Dance phase may call the crossing phase simultaneously.

Schedule 4—Period of trial

The trial may begin after 1 May 2025 and, unless terminated earlier, must end by 31 July 2026.

Schedule 5—Evaluation

An evaluation must be undertaken, and a final report produced with analysis, conclusions, and recommendations for future application of two-aspect cycle signals. The report must include assessment of:

  1. the behaviour and response of cyclists approaching two-aspect shared pedestrian and cycle Barnes Dance signals compared with their behaviour and response approaching a signalised cycle crossing;
  2. the safety, efficiency, and effectiveness of two-aspect signals with combined pedestrian and cycle symbols for the operation of a shared Barnes Dance signals phase;
  3. the safety of all users of the shared Barnes Dance phase including analysis of interactions, near misses and crashes as well as crossing speeds compared with standard single crossing phasing;
  4. User perception by mode of the shared pedestrian and cycle Barnes Dance phase.
  5. assess pedestrians’ and cyclists’ understanding of and compliance with two-aspect combined pedestrian and cycle symbols during a Barnes Dance signals phase;
  6. the benefits of automatically detecting when pedestrians or cyclists are waiting to cross and when they have completed crossing the road;
  7. feedback received from cyclists, pedestrians, and the public in general on the operation of the shared pedestrian and cycle Barnes Dance;
  8. any operational issues or incidents which arose during the trial and how they were resolved;
  9. the overall benefits of a two-aspect pedestrian and cycle shared Barnes Dance signals phase compared to individual mode phasing;
  10. appropriate locations or circumstances in which two-aspect pedestrian and cycle Barnes Dance signals could safely be approved for use.

An interim evaluation report must be sent the regulatory technical senior engineer by 30 November 2025 and a final report by 30 September 2026.
