On 22 April 2024, the Commerce Commission (“Commission”) gave public notice that it was commencing an investigation under Schedule 3 of the Telecommunications Act 2001 (“Act”), into whether the regulation of five of the copper services contained in Schedule 1 (together, the “Relevant Copper Services”) should be altered in any of the ways set out in section 66 or 67 of the Act, as it is required to under section 69AH of the Act.

The Commission hereby gives notice, in accordance with section 6, via clause 2(1)(b) of Schedule 3 of the Act, that it has released its draft report on the investigation into the regulation of the Relevant Copper Services. The Commission’s draft report is available on the Commission’s website: https://comcom.govt.nz/regulated-industries/telecommunications/projects/copper-services-investigation.

The closing date for submissions on the draft report is 9 April 2025, and cross-submissions are due on 5 May 2025.
