Under section 35(1) of the Civil Aviation Act 2023, having regard to the main and additional purposes of the Civil Aviation Act 2023 and after consultation with any person who already holds an aviation document entitling the person to provide all or any of the services specified in section 35(1), I James Meager, Acting Minister of Transport, specify that only the Airways Corporation of New Zealand Limited, or any subsidiary of, or successor to, that company may provide the following aviation services in New Zealand:

1. area control services;
2. approach control services;
3. flight information services.
