Notice is given of the making of the following instrument by the Associate Minister for Social Development and Employment.

This instrument, which comes into force on 1 January 2025, amends the Training Incentive Allowance Programme established and approved on 24 May 2021 under section 101 of the Social Security Act 2018.

The instrument amends the Training Incentive Allowance Programme to align with the changes to the Fees Free Programme, from providing assistance for the first year of tertiary education course fees to the final year of course fees. The requirement that MSD must not grant financial assistance to pay compulsory course fees if those course fees can be met through the Fees Free Programme has been amended to limit this exclusion to people who continue to meet the first-year Fees Free eligibility criteria.

The instrument is secondary legislation for the purposes of the Legislation Act 2019 and is administered by the Ministry of Social Development.
