Amendment of Quota Allocation Mechanisms Following Review for World Trade Agreement (WTO) Tariff Rate Quotas—European Union (EU) Sheepmeat and Goatmeat (S&G), EU High Quality Beef (HQB), United Kingdom (UK) HQB, UK S&G, and United States (US) Beef and Veal Tariff Rate Quotas

In accordance with section 29 of the Meat Board Act 2004, the New Zealand Meat Board (“Board”) has reviewed its existing quota allocation mechanisms for the EU Sheepmeat and Goatmeat, UK Sheepmeat & Goatmeat, EU High Quality Beef, UK High Quality Beef and US Beef and Veal Tariff Rate Quotas (TRQs).

The review of allocation mechanisms was undertaken as a statutory requirement and included economic analysis.

Having considered feedback on the allocation mechanism review proposals, the Board has agreed the following amendments will be made to the allocation mechanisms for the EU Sheepmeat and Goatmeat, EU High Quality Beef, UK Sheepmeat and Goatmeat, UK High Quality Beef and US Beef and Veal TRQs:

  • Remove Reserved Quota Allocation (RQA) and New Entrant Allowances Committee (NEAC)
  • Establish a definition for: “New Entrant” and “First Come First Served”
  • Remove provision for ‘Consortia’
  • Amending penalty threshold for under-utilisation of EU HQB and UK HQB TRQs

The above amendments will apply, for TRQs commencing on:

  • 1 January 2025, namely EU Sheepmeat and Goatmeat, UK Sheepmeat and Goatmeat and US Beef and Veal; and
  • 1 July 2025, namely EU High Quality Beef and UK High Quality Beef
