Officers of the Government of the Ross Dependency Appointed

Background:

  1. An Order in Council dated 30 July 19231 (“order”) made under the British Settlements Act 1887 (UK) appoints the Governor-General of New Zealand to be the Governor of the Ross Dependency (“Governor”) and vests in the Governor certain powers:
  2. The order empowers the Governor to make rules and regulations for the peace, order, and good government of the Ross Dependency:
  3. Regulations made by the Governor on 14 November 19232 provide that all persons appointed by the Governor may be empowered to—
    1. do such things as may be necessary or desirable to ensure that the laws in force in the Ross Dependency are duly observed and complied with in every respect; and
    2. do all things necessary or expedient for the peace, order, and good government of the Ross Dependency; and
    3. safeguard and preserve His Majesty’s rights and sovereignty over and in respect of the Ross Dependency:
  4. By warrant issued on 6 March 20003, Jonathan Gilbert Leitch was appointed as an officer of the Government of the Ross Dependency for a period ending with the close of 16 October 2000:
  5. It is now expedient that Martin Robert Meldrum, Blaise Te Pihinga Maria Pehi-Neho, and Palepa Josephine Porebski be appointed and that Jonathan Gilbert Leitch be reappointed as officers of the Government of the Ross Dependency:

Now therefore I, The Right Honourable Dame Cindy Kiro, gnzm, qso, the Governor-General of New Zealand, and as such the Governor of the Ross Dependency, appoint

Martin Robert Meldrum

to be an officer of the Government of the Ross Dependency while he acts as a New Zealand Representative at Scott Base during the period beginning on 24 October 2024 and ending at the close of 1 October 2027; and also appoint

Blaise Te Pihinga Maria Pehi-Neho

to be an officer of the Government of the Ross Dependency while she acts as a New Zealand Representative at Scott Base during the period beginning on 13 January 2025 and ending at the close of 30 October 2025; and also appoint

Palepa Josephine Porebski

to be an officer of the Government of the Ross Dependency while she acts as a New Zealand Representative at Scott Base during the period beginning on 24 October 2024 and ending at the close of 31 March 2025; and also reappoint

Jonathan Gilbert Leitch

to be an officer of the Government of the Ross Dependency while he acts as a New Zealand Representative at Scott Base during the period beginning on 24 October 2024 and ending at the close of 1 October 2027.

I confer on Martin Robert Meldrum, Blaise Te Pihinga Maria Pehi-Neho, Palepa Josephine Porebski, and Jonathan Gilbert Leitch, while they hold office as officers of the Government of the Ross Dependency, all the powers exercisable in New Zealand by a Justice of the Peace.

Martin Robert Meldrum, Blaise Te Pihinga Maria Pehi-Neho, Palepa Josephine Porebski, and Jonathan Gilbert Leitch are to perform their functions at such places within the Ross Dependency as may be directed by an officer of the Government of the Ross Dependency who has the general executive and administrative authority in preserving His Majesty’s rights and sovereignty and the laws in force in the Ross Dependency.

Given under the hand of Her Excellency the Governor-General as the Governor of the Ross Dependency, and issued this 27th day of November 2024.
