Gas (Safety and Measurement) Regulations – Broadlands Biomethane Exemption Notice 2024
Pursuant to Regulation 85 of the Gas (Safety and Measurement) Regulations 2010 (“Regulations”), I, Mark Wogan, Manager, Energy Safety, WorkSafe New Zealand, give the following notice of exemption:
This notice is the Gas (Safety and Measurement) Regulations – Broadlands Biomethane Exemption Notice 2024.
This exemption is to take effect the day after publication of this notice in the New Zealand Gazette.
The following persons are hereby exempt from the requirements of Regulation 41(2) of the said Regulations, in respect of gas transmission and gas distribution networks downstream from the Broadlands Receipt Point, provided they meet the conditions specified in this notice.
First Renewables Limited, NZBN: 99429050809950 (Exemption holder)
All gas retailers and all gas wholesalers which supply gas originating from downstream of the Broadlands Receipt Point
4.1. This exemption applies only to the gas transmission and gas distribution networks downstream from the Broadlands Receipt Point, BRO36302, Station Number 5100001.
4.2. First Renewables must ensure that gas supplied from networks downstream of the Broadlands Receipt Point meets the specification in NZS 5442 (Int):2024 at all times.
4.3. First Renewables must advise WorkSafe as soon as reasonably practicable of becoming aware of any incident or issue that may affect the safety of the distribution network or any consumer or consumer installation connected to the distribution network.
This exemption expires on 31 August 2026.

This exemption:
1. may be withdrawn or varied at any time.
2. does not affect or alter the obligation to comply with other regulations in the Gas (Safety and Measurement) Regulations 2010.
