Land Transport Rule: Traffic Control Devices 2004 – Driver (Speed) Feedback Safety Display Trial

Pursuant to subclause 3.4(1) of the Land Transport Rule: Traffic Controls Devices 2004 (“Rule”) and a delegation from the NZ Transport Agency, Waka Kotahi, (NZTA), I, Chris Rodley, National Manager Regulatory System Design, authorize the installation and maintenance of Driver (Speed) Feedback Safety Display (“DFSD”) signs:

(a) for the purpose described in Schedule 1;

(b) in the form and layout and complying with the operating requirements set out in the Schedule 2;

(c) at the locations stated in Schedule 3;

(d) for the period specified in Schedule 4;

(e) subject to the evaluation outlined in Schedule 5;

The DFSD signs may be installed for the purpose of evaluating their use and the trial will be called the “Driver (Speed) Feedback Safety Display sign trial”.

Schedule 1

Purpose of trial

The purpose of the trial is to evaluate:

(a) The effectiveness of the DFSD signs in lowering operating speeds.

(b) Whether there is a significant difference in the impact on speed.

(c) Whether there is a significant difference between the text based positive message or the image based positive message.

(d) Whether any impact on speed is enduring or short lived for each location.

Schedule 2

Form, layout and operation of the Driver (Speed) Feedback Safety Display

The DFSD signs must be installed directly below standard A50-1 General Advisory Signs 950 mm wide, displaying the text “YOUR SPEED” size 200/50. The DFSD signs must conform to the following description:

Period of trial

The trial may begin after the publication of this notice and, unless terminated earlier, must end by 31 March 2026.

Schedule 5

Evaluation

An evaluation and analysis shall be undertaken as outlined in the “Driver (Speed) Feedback Safety Display Traffic Control Devices trial application” document received from Auckland Transport on 5 May 2023.

The report must include assessment of:

(a) Analysis vehicle speed on the immediate approach to the DFSD and after passing it, seeking to determine:

  • The effectiveness in reducing the speed of a driver on approaching the DFSD and whether there are differences in the effectiveness between the different phases of the trial;
  • How long lasting any speed reduction is after passing the DFSD and whether there are differences in the effectiveness between the different phases of the trial;
  • Whether there is a change over time as drivers become familiar with the DFSD and if there are differences between the phases of the trial.

(b) Analysis of user commentary and feedback.

(c) Analysis of the construction and maintenance requirements and costs.

(d) Analysis of the reliability of the technology.

(e) Analysis of the circumstances of any reported or observed crashes or near misses in the vicinity of the DFSD where the DFSD may be a relevant factor.

(f) the overall benefits of DFSD, most appropriate locations for its use and a recommendation on the future of the device.

An interim evaluation report must be sent to the Senior Engineer Regulatory Technical (TCD) by 31 July 2025 and a final report by 31 July 2026.
