Pursuant to section 87Q(4) of the Civil Aviation Act 1990, and a delegation from the Secretary for Transport dated 31 July 2023, I hereby give notice that I have varied the terms of the Scheduled International Air Service Licence issued to Hainan Airlines to:

• Remove capacity restrictions that were incorporated into the airline’s licence in response to COVID-19
• Permit the airline to increase capacity from four to six frequencies per week.

The variations took effect on 20 November 2023.
