Notice Specifying Date Before Which Any Vehicle Energy Economy Label or Energy Economy Information Must be Updated Notice 2023

Pursuant to Regulation 9 of the Energy Efficiency (Vehicle Energy Economy Labelling) Regulations 2007, the Minister of Energy and Resources specifies the following date as the date before which any person who is required to display an energy economy label or energy economy information for a motor vehicle must update the label in accordance with amendments to the Land Transport (Clean Vehicle Discount Scheme Charges) Regulations 2022 that will take effect from 1 July 2023:

1. Title

This notice is the Specifying Date Before Which Any Vehicle Energy Economy Label and Energy Economy Information Must be Updated Notice 2023.

2. Commencement

This notice comes into force on the date it is signed by the Minister of Energy and Resources and requires existing energy economy labels and energy economy information to be updated in accordance with Land Transport (Clean Vehicle Discount Scheme Charges) Amendment Regulations 2023 by 15 July 2023.

Explanatory Note

This explanatory note is not part of the notice but is intended to indicate its general effect.

The vehicle energy economy labelling scheme is administered by the Energy Efficiency and Conservation Authority. Data is sourced from the fuelsaver website www.fuelsaver.govt.nz.

The Energy Efficiency (Vehicle Energy Economy Labelling) Regulations 2007 require certain vehicles to display energy economy and emissions information, and the Clean Vehicle Discount Scheme rebate or charge applicable to the vehicle as a function of its carbon dioxide emissions. The Land Transport (Clean Vehicle Discount Scheme Charges) Amendment Regulations 2023 amend the calculations for the rebates and charges. The new rebates and charges will apply from 1 July 2023.

Regulation 9 of the Energy Efficiency (Vehicle Energy Economy Labelling) Regulations 2007 allows the Minister of Energy and Resources, by notice in the New Zealand Gazette, to specify a date by which any existing energy economy label and energy economy information must be updated.

All persons who are required to display a label or information under the Regulations must update it with the current information from the fuelsaver website between 1 July 2023 (when the changes to the Clean Vehicle Discount Scheme charges will take effect) and the specified date, 15 July 2023.

The fuelsaver website will also update the price of energy used as a basis for calculating the annual vehicle energy cost on the label. The revised prices are:

  • $2.80 per litre for petrol
  • $2.00 per litre for diesel
  • $0.27 per kWh for electricity.

It is an offence under the Regulations to fail to update the label or information by the specified date.
