Teaching Council of Aotearoa New Zealand (Fees and Levies) Notice 2022

In accordance with section 480 of the Education and Training Act 2020, the Teaching Council of Aotearoa New Zealand (“Teaching Council”) has fixed fees payable for the registration of teachers, the issuing of a practising certificate and the granting of a limited authority to teach, and imposed levies payable by registered teachers, holders of a limited authority to teach, and applicants for registration as a teacher or a limited authority to teach for the purpose of funding the Teaching Council’s functions set out in section 479(1) of the Education and Training Act 2020.

Notice

1. Title

This notice is the Teaching Council of Aotearoa New Zealand (Fees and Levies) Notice 2022.

2. Commencement

This notice comes into effect on 11 July 2022.

3. Fees and Levies

The Teaching Council sets the following fees and levies under section 480 of the Education and Training Act 2020, payable to the Teaching Council, specified in the following Schedule of Fees and Levies.

4. Tax

The fees and levies specified in the Schedule of Fees and Levies are GST inclusive.

5. Manner of Payment

The fees and levies specified in the Schedule of Fees and Levies are payable in full to the Teaching Council at the time of making any application for registration or a practising certificate or a limited authority to teach.

6. Revocation of Prior Fees

This notice revokes the fees specified in the Education Council of Aotearoa New Zealand Fees for Registration, Practising Certificates and Limited Authorities to Teach Notice 2015 (“2015 notice”), published in the New Zealand Gazette, 25 June 2015, Issue No. 69, Notice No. 2015-gs3644, except for the following fee, which is retained and continues to have effect under the 2015 notice:

A fee of $50.00 (GST inclusive) for applicants who do not have a practising certificate or current limited authority to teach and are employed in a teaching position that requires them to hold one, when the Council receives the application (this is additional to the cost of the practising certificate or limited authority to teach).

Fees and Levies Payable

Fees for Registration and Issuing of a Practising Certificate

A fee of $128.96 for applicants who are registered and who apply to renew a practising certificate valid for three years (this applies to any teacher renewing a current Practising Certificate including Tiwhikete Whakaakoranga Tōmua | Provisional Practising Certificate, Tiwhikete Whakaakoranga Tūturu | Full (Category One) Practising Certificate and Tiwhikete Whakaakoranga Pūmau | Full (Category Two) Practising Certificate).

A fee of $128.96 for applicants who are graduates from an approved New Zealand initial teacher education programme and who apply for Kaiako Whai Rēhitanga | Teacher Registration and a Tiwhikete Whakaakoranga Tōmua | Provisional Practising Certificate valid for three years.

A fee of $228.96 for applicants who are overseas trained teachers and who apply for Kaiako Whai Rēhitanga | Teacher Registration and a Tiwhikete Whakaakoranga Tōmua | Provisional Practising Certificate valid for three years (this includes applications made under the Trans-Tasman Mutual Recognition Agreement (TTMRA)).

A fee of $176.96 for applicants who are provisionally certificated who hold a Tiwhikete Whakaakoranga Tōmua | Provisional Practising Certificate or fully certificated teachers who hold a Tiwhikete Whakaakoranga Pūmau | Full (Category Two) Practising Certificate and who now apply for a Tiwhikete Whakaakoranga Tūturu | Full (Category One) Practising Certificate valid for three years.

A fee of $128.96 for applicants who are graduates from an approved New Zealand initial teacher education programme and who apply for Kaiako Whai Rēhitanga | Teacher Registration only.

A fee of $128.96 for applicants for a Returning to Teaching Aotearoa New Zealand Practising Certificate valid for three years who are registered and fully certificated teachers but whose practising certificate has expired, who cannot meet satisfactory recent teaching requirements and who are not able to renew using extension to teach provisions.

Fees for the Granting of a Limited Authority to Teach

A fee of $42.99 for applicants who apply for a Tūranga Whakaako Whai-herenga | Limited Authority to Teach (LAT) valid for one year.

A fee of $85.97 for applicants who apply for a Tūranga Whakaako Whai-herenga | Limited Authority to Teach (LAT) valid for two years.

A fee of $128.96 for applicants who apply for a Tūranga Whakaako Whai-herenga | Limited Authority to Teach (LAT) valid for three years.

Levies for Registered Teachers and Holders of a Limited Authority to Teach and Applicants for Registration as a Teacher or a Limited Authority to Teach

A levy of $335.41 for applicants who are registered and who apply to renew a practising certificate valid for three years (this applies to any teacher renewing a current Practising Certificate including Tiwhikete Whakaakoranga Tōmua | Provisional Practising Certificate, Tiwhikete Whakaakoranga Tūturu | Full (Category One) Practising Certificate and Tiwhikete Whakaakoranga Pūmau | Full (Category Two) Practising Certificate).

A levy of $149.94 for applicants who apply for a Tūranga Whakaako Whai-herenga | Limited Authority to Teach (LAT) valid for two years.

A levy of $224.91 for applicants who apply for a Tūranga Whakaako Whai-herenga | Limited Authority to Teach (LAT) valid for three years.

Explanatory Note

This note is not part of the notice but is intended to indicate its general effect.

This notice, which comes into force on 11 July 2022, sets out the fees the Teaching Council has fixed for teacher registrations, the issuing of practising certificates and the granting of limited authorities to teach.

This notice also sets out the levies the Teaching Council has imposed, payable by registered teachers and holders of a limited authority to teach, and applicants for registration as a teacher or a limited authority to teach, for the purpose of funding the Teaching Council’s functions set out in section 479(1) of the Education and Training Act 2020.

Except for the retention of the following fee, this notice revokes all prior fees set by the 2015 notice:

A fee of $50.00 (GST inclusive) for applicants who do not have a practising certificate or current limited authority to teach and are employed in a teaching position that requires them to hold one, when the Council receives the application (this is additional to the cost of the practising certificate or limited authority to teach).

From 11 July 2022, the new fees and levies set out in this notice, and the fee retained from the 2015 notice, will apply to all applications received for registration as a teacher or the issuing of a practising certificate or the granting of a limited authority to teach.

This notice is issued under the authority of the Education and Training Act 2020 and the Legislation Act 2019.
