Pursuant to clause 58(1)(a) of the COVID-19 Public Health Response (Air Border) Order 2021 (“Order”), I, Dr Ashley Bloomfield, Director-General of Health, being satisfied that:

• the exemption is necessary or desirable in order to promote the purposes of the COVID-19 Public Health Response Act 2020; and
• the extent of this exemption is not broader than is reasonably necessary to address the matters that gave rise to the exemption,

declare that New Zealand residence-class visa holders (including Australian citizens who are ordinarily resident in New Zealand) are exempt from the requirements in clause 13 of the Order to be vaccinated on arrival into New Zealand after 11.59pm on 5 May 2022.
