Notice of Recognition of Documents Under the Health and Safety in Employment (Pressure Equipment, Cranes, and Passenger Ropeways) Regulations 1999

Pursuant to Regulation 22 of the Health and Safety in Employment (Pressure Equipment, Cranes, and Passenger Ropeways) Regulations 1999, I, Rosalind Julian, in exercise of powers delegated to me by WorkSafe New Zealand, hereby give notice of recognition of the documents listed below submitted by Contact Energy Limited.

  1. Application for Recognition of use of Extended Internal Inspections For In-Service Inspection of Pressure Equipment, dated 29 May 2015; and
  2. Letter of support for Contact Energy Limited submission document by SGS New Zealand Limited, dated 29 May 2015; and
  3. Telarc, ISO 9001:2008 certificate and schedule of Registration for Contact Energy Limited, dated 29 May 2015; and
  4. Contact Energy Limited, Te-Rapa Cogeneration Power Station – Inspection & Test Plan 2015, dated 8 April 2015; and
  5. Contact Energy Limited, Stratford Cogeneration Power Station – Inspection & Test Plan 2015, dated 8 April 2015.

The submission indicates that this equipment would be managed in a manner consistent with the requirements of the Health and Safety in Employment (Pressure Equipment, Cranes and Passenger Ropeways) Regulations 1999 (PECPR). Accordingly, I advise that recognition of the inspection programme, as set out in the above detailed documentation, is granted under Regulation 22 of the PECPR Regulations.

This recognition is subject to the following conditions:

  1. It applies only to pressure equipment tabled in documentation provided and detailed above.
  2. Inspection periods shall not exceed the maximum permitted by 4.4.4.1 (b) “Extended Interval” of AS/NZS 3788.
  3. Its nominated Recognised Inspection Body shall determine the frequency and timing of the attendance of its equipment inspectors at Te Rapa and Stratford Power Stations for the purpose of reviewing, approving and auditing the implementation of the ITP and for the inspection and certification of equipment.
  4. Contact Energy Limited shall advise its nominated Recognised Inspection Body of any changes to its equipment or process that may affect equipment life or the frequency or type of inspection applied. Contact Energy Limited shall in conjunction with its nominated Recognised Inspection Body review actual or proposed changes to its equipment or process in order to establish any potential impact on safety and equipment inspection.
  5. Contact Energy Limited shall review its quality management system and update it to accommodate any changes necessary following the granting of this recognition.

This recognition will remain in place until modified, but may be withdrawn if there is any significant change to the equipment or process.
