Pursuant to clause 5.2(1) of the Land Transport Rule: Setting of Speed Limits 2017 and a delegation from Waka Kotahi, the NZ Transport Agency, I, Chris Rodley, Manager Policy, Operational Policy, Standards and Network, approve the variable speed limits in Hamilton City and the Queenstown Lakes District at the schools described in Schedule 1, in accordance with the conditions set out in this notice.

Conditions

1. Variable Speed Limit

Hamilton City Council and Queenstown Lakes District Council may set variable speed limits of 30km/h at the schools listed in Schedule 1, to manage the safety of all road users when there is pedestrian or cycle activity on the road outside the school. When the variable speed limit is operating, the speed limit must be displayed on variable speed limit signs.

2. Length of Variable Speed Limit

At the locations described in Schedule 1 the variable speed limit on the main road on which the school is located should be a minimum length of 300 metres and should not be longer than 500 metres. The length of the variable speed limit on side roads may be shorter than 300 metres.

3. Periods of Operation

The variable speed limit may operate for a maximum period of:

  1. 35 minutes before the start of school, until the start of school;
  2. 20 minutes at the end of school, beginning no earlier than five minutes before the end of school; and
  3. 10 minutes at any time when vehicles are entering or leaving the school grounds or there is pedestrian or cycle activity on the road outside the school.

4. Signs

Speed limit signs that comply with the Land Transport Rule: Traffic Control Devices 2004 must be installed to identify the section of road subject to the variable speed limit:

  1. At least one type R1-2.1 “Option B” speed limit variable sign above a W16-5.1 supplementary “School” sign is required at the beginning of the speed limit on the main road passing the school entrance and on major roads that intersect with the variable speed limit. When the variable speed limit is operating at 30km/h, the speed limit must be displayed on variable speed limit signs, and when the variable speed limit is not operating, the variable speed limit signs must be blank.
  2. R1-6.1 “School zone fixed” signs may be installed on no exit or minor stop or give way controlled side roads adjoining the school zone.
  3. R1-1 signs that comply with Land Transport Rule: Traffic Control Devices 2004 must be installed at the end of the variable speed limit on every road that leaves the variable speed limit

The sign requirements for (a) and (b) above may be replaced by an approved trial of a 30km/h static variable school speed limit sign for the schools listed in Schedule 1.

5. Bylaw

Hamilton City Council and Queenstown lakes District Council must set the variable speed limit by making a bylaw in accordance with the Land Transport Rule: Setting of Speed Limits 2017
