Under section 36 of the Meat Board Act 2004, the New Zealand Meat Board (“Board”) must recover the costs of quota administration services from the users of those services.
The United Kingdom (UK) will exit the European Union (EU) Customs Union and Single Market at the expiry of the transition period as defined in article 126 of the Agreement on the withdrawal of the United Kingdom from the European Union (19 October 2019) (“UK Exit”). Currently the transition period is set to expire on 31 December 2020, but this notice is drafted to take into account the possibility of the transition period being extended.
The EU and the UK have indicated they will split existing EU Sheepmeat and Goatmeat and High Quality Beef TRQs between them on UK Exit. This leads to the creation of new tariff rate quotas for sheepmeat and goatmeat into the UK, and for “high quality beef” into the UK (“New Quotas”).
The Board does not accept the legality of the quota splitting approach indicated by the EU and the UK. Nonetheless, while New Zealand goes through the process of challenging the legality of the EU and UK approach, the Board needs to establish administration mechanisms to give effect to.the EU and UK position while the New Quotas occur.
To prepare for this, the Board has determined quota management fees payable in respect of the New Quotas, and these are set out in the table below:

The New Quota management fees will take effect upon the UK Exit.
All EU Sheepmeat and Goatmeat TRQ, EU High Quality Beef TRQ and United States (US) Beef and Veal TRQ quota management fees remain unchanged.
