Betting Rules Amendment Notice (No. 4) 2020
Pursuant to sections 52 and 54 of the Racing Act 2003, the Racing Industry Transition Agency hereby gives notice of the following amendment to the Betting Rules published as a Supplement to the New Zealand Gazette, 25 August 2003, No. 113, page 2981.

12.1 Purpose of Rules
The purpose of Rule 12 is to establish the conditions of Fixed Odds Betting, and except for Rules 12.20 and 12.22 is to be read subject to Rules 13 and 14.

12.13 Postponement, Cancellation Or Abandonment
Subject to Unless otherwise stated in Rules 13 and 14 or on the Board’s website:
(a) At its absolute discretion, the Board may allow a period of up to and including three days for a Betting Event to be conducted and/or completed before deeming the event to be abandoned.
(b) If an Authorised Event or Race Meeting is abandoned or cancelled after its commencement, the Board shall refund all Betting Options that have not yet had an irreversible outcome occur. By way of example only, if a rugby match is abandoned after the first try is scored then bets placed on the “First Try Scorer” Betting Option will be resulted on the player that scored the first try irrespective of whether the event is subsequently completed.
(c) Where the Board combines the outcomes of more than one Betting Option in a single Betting Option, all bets will be declared void in the event that any of the individual component Betting Options (that together make up the single Betting Option) are declared void. By way of example only, this includes, but is not limited to, the following situations:
(i) Player to Score/Team to Win: Even if the relevant player scores, no Return will be payable if the match is subsequently abandoned.
(ii) Racing Double (e.g. Horses A and B to both win): Both horses must start for bets to stand. In the event that Horse A wins and Horse B is scratched (or the race is abandoned), bets will be declared void and refunded. Similarly, in the event that Horse A does not win and Horse B is scratched, bets will be declared void and refunded.

12.15 Methods of Boxed Multi Betting
Subject to Rule 12.16, an Investor may choose to take Boxed Multi Bets in the following manner:

(d) Final Field Each Way Boxed Multis: The following rules will determine the Returns in the event that an Investor includes a Final Field Each Way selection as a Leg in a Boxed Multi Bet:
(i) Where an Investor includes a single Final Field Each Way selection as a Leg, the Board will apply half of the total stake of the Boxed Multi Bet on the Final Field Win portion of the bet and half of the total stake of the Boxed Multi Bet on the Final Field Place portion of the bet; or
(ii) Subject to Rule 12.15(d)(iii), where an Investor includes more than one Final Field Each Way selection as a Leg, the Board will apply the total stake of the Boxed Multi Bet in the following manner:
1. for the first Leg, the Board will apply half of the total stake of the Boxed Multi Bet on the Final Field Win portion of the bet and half of the total stake of the Boxed Multi Bet on the Final Field Place portion of the bet;
2. For the second Leg, the Board will apply:
- half of the Returns from the first Leg (had the first Leg been a Final Field Win bet and a Final Field Place bet) on the Final Field Win portion of the second Leg; and
- half of the Returns from the first Leg (had the first Leg been a Final Field Win bet and a Final Field Place bet) on the Final Field Win Place portion of the second Leg; and
(the ‘Reinvestment Formula’)
3. The Reinvestment Formula will apply to all remaining Legs.

(e) Handicap and Total Markets: In the event that a total points or handicap Betting Option ends in a tie (for example, where a whole number handicap is offered), all bets will be declared void by the Board unless a tie or draw Selection was offered in the Betting Option.

(h) Corners: In respect of any “Corners” Betting Option, unless otherwise stated (including within a Betting Option’s name or Selections):
(i) Bets on the number of corners in a match refers to corners taken rather than corners awarded. For example, if a corner is awarded but the whistle blows for the end of the match before it is taken, then it will not count towards total corners.
(ii) Zero is considered an even number.

(f) Margin Betting and Half/Full Time Double: In the event of a draw at the end of any extra time, all bets on the “Margin Betting” or “Half/Full Time Double” Betting Options will be losing bets apart from those on the Selection of “Draw” (if any). For the avoidance of doubt, where “Draw” is not offered as a Selection all bets will be losing bets.

(c) In respect of all ATP/WTA/Challenge Tour/Grand Slam/Davis Cup/Federation Cup/Hopman Cup matches, where a player retires after the conclusion of the first set:
(i) the player who progresses to the next round or, in the case of a final, the tournament winner will be declared as the winner for the purposes of the “Head to Head” Betting Option; however
(ii) bets on the retiring player (in the “Head to Head” Betting Option) will be declared void; and
(iii) Subject to 12.13(b), all other bets will be declared void.

12.14 Multi Betting General Rules

(c) A Same Game Multi is a Multi Bet which includes Legs from within the same Authorised Event (a ‘Same Game Multi Bet’). The Rules for Same Game Multi Bets are outlined in Rule 12.20. For the avoidance of doubt, the remainder of this Rule 12.14 does not apply to Same Game Multi Bets.

12.20 Same Game Multi
12.20.1 General
(a) Subject to Rule 12.20.2, the Rules will be applied to each Leg as though it was the subject of an individual bet.
(b) Voided Bets: Notwithstanding anything to the contrary, where a Leg within a Same Game Multi Bet is refunded or void in accordance with the Rules, the full Same Game Multi Bet will be deemed void and refunded.
(c) Returns: Subject to the remainder of this Rule 12.20, the Returns for a Same Game Multi Bet will be determined by the Odds at the time the bet is accepted, and will be rounded in accordance with APPENDIX 1. In addition to Rule 12.20.1(a), all Same Game Multi Bets are subject to the following:
(i) Rule 12.9 (Maximum Payouts).
(ii) Rule 12.11 (Dead Heats).
(d) Errors: Where a substantial error has occurred in the Odds, or wording or details of a Same Game Multi Bet (an ‘SGM Error’), the Board may refund or void any and/or all bets, regardless of whether or not the Investor had knowledge of the SGM Error. For the avoidance of doubt, Rule 12.7 applies in addition to this Rule 12.20.1(d) and to each Leg within a Same Game Multi.
12.20.2 Sport-Specific Rules
Notwithstanding Rule 13, the following Rules apply to a Same Game Multi or a specific Leg of a Same Game Multi:
(a) Football: Venue Changes: In the event of a venue change for an Authorised Event, the Board may void and refund (or not void and refund, as the case may be) a Same Game Multi Bet at its sole discretion.
(b) Basketball:
(i) In the event of a tie at the end of Normal Time, Legs specifically relating to the second half or final quarter include any overtime.
(ii) Highest Scoring Betting Options (“Highest Scoring Half”, “Highest Scoring Quarter”, “Highest Scoring Player”, etc.): Where a Leg relates to a “Highest Scoring” Betting Option and in the event of a tie in the outcome of the Betting Option, the Board will void and refund the Same Game Multi Bet to which the Leg relates.
(c) Rugby Union: In the event of a tie:
(i) At the end of Normal Time, all Legs will include any extra time. Where a Leg relates to a “2nd Half” Betting Option, it will also include any extra time.
(ii) At the end of the match (i.e. by the match ending in a tie at the completion of Normal Time or the match ending in a tie at the completion of any extra time), “Head to Head” Betting Options will be declared void.
(d) Rugby League: In the event of a tie:
(i) At the end of Normal Time, all Legs will include any extra time. Where a Leg relates to a “2nd Half” Betting Option, it will also include any extra time.
(ii) At the end of the match (i.e. by the match ending in a tie at the completion of Normal Time or the match ending in a tie at the completion of any extra time), “Head to Head” Betting Options will be declared void.
12.21 Bonus Bets
(a) The Board may apply a bonus bet token (a ‘Bonus Bet’) to a Betting Account in accordance with this Rule 12.21 from time to time.
(b) The Board may determine, and amend, the terms and conditions governing the operation of Bonus Bets (the ‘Terms and Conditions for Bonus Bets’).
(c) Any Terms and Conditions for Bonus Bets (and any special terms and conditions for a particular Bonus Bet) will be available on the Board’s website or communicated to Account Holders within a promotional message.
(d) The Terms and Conditions for Bonus Bets (and any special terms and conditions for a particular Bonus Bet) may include (without limitation):
(i) How any Returns from a Bonus Bet are calculated;
(ii) An Account Holder’s eligibility to receive and/or use a Bonus Bet;
(iii) A condition that a Bonus Bet will, subject to the Terms and Conditions for Bonus Bets (and any special terms and conditions for a particular Bonus Bet), be governed by the Rules; and
(iv) Any other conditions the Board considers necessary.
12.22 Significant Events
This Rule 12.22 applies despite anything to the contrary, or any inconsistency, in the Rules.
(a) If an event(s) occurs beyond the reasonable control of the Board, including but not limited to an epidemic, pandemic, flood, fire, earthquake, element of nature or act of God, act of war, terrorism, riot, rebellion, strike, blockade, labour disruption or other cause, and that event materially impacts any sporting event, competition, Race, Race Meeting, or other Betting Event, then the Board may (at its sole discretion) void, cancel, restrict or otherwise alter or adjust bets placed on an affected Betting Option (including, without limitation, retrospectively taking the actions contemplated above before or after a Return has been paid to an Investor). For the avoidance of doubt, a “material impact” on any sporting, racing or other event includes, without limitation:
(i) Any reduction in the number of games, matches or Race Meetings in a season;
(ii) Any material change in the length of a game or match, or when the matches are played or Races are run;
(iii) Any material change to the format or rules of the relevant event(s), series, competition or Race(s) as determined by the official controlling body or Code; or
(iv) A change in the location of any match, game, Race or other Betting Event.
(b) Where an official controlling body or Code announces or declares a material change to the structure of a competition, event or Race (including, but not limited to, the number of players in a match, matches or Races in season, or the time, location or date of the event(s) or Race(s)), and the Board considers that such change will have a material impact on a Betting Option, all bets on the affected Betting Option(s) may be voided by the Board at its sole discretion.

13.8 Basketball

13.8.3 Rules Applicable to All Basketball
Quarter Betting: Unless otherwise stated (including within a Betting Option’s name or Selections), all “Quarter” Betting Options (including but not limited to “Quarter Result”, “Quarter Winner” and “Quarter Tribet”), are determined by what occurs in the applicable quarter. By way of example only: the outcome of a “2nd Quarter Winner” Betting Option will be determined by the points scored within the 2nd Quarter only, not the total score at the end of the 2nd Quarter.

13.11 Cricket

(f) Cricket Specific Betting Options: Unless an innings reaches its natural conclusion, and subject to Rules 12.13(b) and 13.11(d), the following rules apply to the relevant Betting Options or the part of a relevant Betting Option.

(xxii) Team of Top Batsperson: For the purposes of this Betting Option, in a Limited Overs Match, in the event that the number of overs in an innings is reduced all bets will be declared void.

(i) Bookings of a coach, or a substitute who has not yet participated in a match, will not count.
(ii) For “Card Points” Betting Options, a Yellow Card is worth 10 points and a Red Card is worth 25 points. The maximum booking points a single player can receive in one match is 35 points.

13.17 Ice Hockey
13.17.1. Rules Applicable to US Ice Hockey

(f) Team to Score X Goal:
(i) Notwithstanding Rule 13.17.1(b), and unless otherwise stated, the “Team to Score X Goal” Betting Options include any overtime but do not include any penalty shootout.
(ii) In the event that no next goal (or first goal in the case of “Team to Score 1st Goal” Betting Options) is scored then bets will be declared void (unless “No X Goal” is a Selection).

13.29 Futsal
(a) Subject to Rule 13.29(b), in the event of a tie at the end of Normal Time, all Betting Options include any extra time unless otherwise stated. For the avoidance of doubt, Betting Options relating to the second half will not include any extra time.
(b) Notwithstanding Rule 13.29(a), the following Betting Options do not include any extra time:
(i) “Match Result” Betting Options (where a Draw is a Selection);
(ii) “Points Start” Betting Options (where a Draw is a Selection, e.g. Points Start (3-Way)).

14.10 Driver/Jockey Challenge

(r) Where the Board offers alternative Jockey/Driver Challenge Betting Options, such as a “Mega Challenge” Betting Option, it will display the applicable conditions (if any) for that Betting Option on its website while the Betting Option is offered.

14.16 Greyhound Racing Specific Rules

14.16.3 Greyhound Rugs Challenge
(a) The Rugs Challenge is betting on which greyhound rug will achieve the highest aggregate points, scored in accordance with these Rules, at a particular race meeting or race meetings.
(b) Prior to commencement of betting on a Rugs Challenge, the Board will prepare a list of Odds.
(c) The Board may set and vary Odds for any Rugs Challenge which is being conducted.
(d) The Odds for a Rugs Challenge bet will be determined at the time the bet is accepted. Betting on a Rugs Challenge is All in, subject to the remainder of this Rule 14.16.3.
(e) Subject to 14.16.3(f), in the event of a Race Meeting being abandoned, moved to another venue or postponed all bets will be void and refunded.
(f) Subject to Rule 12.13(b), in the event of a Race Meeting not being completed as originally programmed all bets shall be deemed void and refunded, except when more than half of the scheduled Races are completed at which time the leading Rug will be determined the winner.
(g) No points shall be allocated in relation to a Race scheduled to be conducted at a Race Meeting if that Race is postponed to another Race Meeting, abandoned or declared a no-race by the Stewards on the day of the Race Meeting.
(h) The winner will be the Rug which has the most points accumulated at the end of the Race Meeting. Points will be accrued per Race and calculated as follows:
(i) In the event of a dead heat for any or all of the placings, Rugs points will be allocated on a proportionate fractional basis, i.e. in the event of a dead-heat for First, both Rugs involved in the dead-heat will be awarded 2.5 points.
(j) In the event of two or more Rugs being tied on the same number of points at the completion of the competition all successful bets will be paid according to Rule 12.11 (Dead Heats).
(k) Bets may be accepted up until the start time of each Race in the Rugs Challenge. In the event that the Board accepts a bet on the Rugs Challenge in error (for example, during or immediately after a Race), then Rule 12.7 will apply.
(l) Any matter in respect to a Rugs Challenge not provided for in these Rules shall be determined by the Board in accordance with Rule 4.24.
(m) For the avoidance of doubt, Rugs Challenge “Head to Head” Betting Options will be conducted under the same rules as the Rugs Challenge.

14.17 Winsurance
(a) In the event of a Scratching or Scratchings prior to a Race, Final Field Betting Deductions apply to bets placed on the “Winsurance” Betting Option (‘Winsurance Bets’).
(b) The Final Field Deduction for Winsurance Bets shall be applied at the same rate as the Final Field Deduction for Final Field Win Bets in the relevant Race.
These Rules come into force on 30 July 2020.
