Approval of the Southern DHB Specialist Addiction Services and Lead Clinician to Provide Opioid Substitution Treatment Under Section 24A of the Misuse of Drugs Act 1975

Acting under delegated authority from the Minister of Health, I, Dr John Crawshaw:

  1. Revoke the approval of the Southland Drug and Alcohol Specialist Service and the Otago Community Alcohol and Drug Service and medical practitioner issued pursuant to section 24A(7)(a), (b) of the Misuse of Drugs Act 1975 made on 2 March 2020 (as published in the New Zealand Gazette, 4 October 2018, Notice No. 2018-go4856 and New Zealand Gazette, 4 October 2018, Notice No. 2018-go4857); and
  2. Specify the Southern District Health Board Specialist Addiction Services as a service that may provide treatment with controlled drugs for people who are dependent on controlled drugs, pursuant to section 24A(7)(b) of the Misuse of Drugs Act 1975, at the following places:

    Specialist Addiction Services (Dunedin)
    Wakari Hospital
    371 Taieri Road
    Dunedin 9010; and

    Specialist Addiction Services (Waitaki)
    Waitaki Community Mental Health
    2 Trent Street
    Oamaru 9400; and

    Specialist Addiction Services (Clutha)
    24 Clyde Street
    Balclutha 9230; and

    Specialist Addiction Services (Central Otago)
    Dunstan Hospital
    Hospital Street
    Clyde 9391; and

    Specialist Addiction Services (Wakatipu)
    19 Douglas Street
    Frankton
    Queenstown 9300; and

    Specialist Addiction Services (Southland)
    Southland Hospital
    Kew Road
    Invercargill 9812; and

    Southern Rivers Community Mental Health Service
    6 Irwell Street
    Gore 9710.

  3. Pursuant to section 24A(7)(a) of the Misuse of Drugs Act 1975, specify that Dr Michelle MacDonald, as a medical practitioner, may:
    1. prescribe, administer or supply controlled drugs for the treatment of dependence as the lead clinician for the Southern District Health Board Specialist Addiction Services;
    2. authorise in writing service/clinic medical practitioners as specified under subsection 24A(2)(b) to:
      1. prescribe, administer or supply controlled drugs for the treatment of dependence;
      2. authorise in writing general practitioners receiving clients from the Southern District Health Board Specialist Addiction Services as specified under section 24A(2)(b) of the Misuse of Drugs Act 1975; and
    3. authorise in writing general practitioners receiving clients from the Southern District Health Board Specialist Addiction Services as specified under section 24A(2)(b) of the Misuse of Drugs Act 1975.

Conditions

  1. Controlled drugs may only be prescribed, administered or supplied to people who are or have been clients of the Southern District Health Board Specialist Addiction Services.
  2. This approval expires on 31 December 2023.
