Addendum to the Te Aho o Te Kura Pounamu Enrolment and Dual-Tuition Policy
Pursuant to section 68 of the Education and Training Act 2020, and acting under the delegated authority of the Minister of Education, I hereby fix the following additional enrolment criteria for Te Aho o Te Kura Pounamu.
This policy comes into effect on 9 October 2020.
This document sets out the criteria for additional government-funded dual-tuition access at Te Aho o Te Kura Pounamu in order to provide education support for students in Auckland impacted by COVID-19.
It also sets out the criteria for additional government-funded enrolment at Te Aho o Te Kura Pounamu for overseas domestic students who are unable to access local education because of impacts relating to the COVID-19 pandemic.
The new full-time gateway for overseas domestic students in Year 1–15 enables emergency access to students who are residing overseas and cannot access local education because of the impacts of the COVID-19 pandemic. This gateway is for overseas domestic students who would otherwise be eligible for government-funded access but do not meet the time-based criteria of the existing overseas domestic student gateway.
This gateway will be in place until such time as the Minister of Education deems that it is no longer necessary.

This temporary gateway is for overseas domestic students (Y1–15) who:
Parents / caregivers must demonstrate that their children otherwise meet the criteria as set out in the overseas domestic students (government-funded) gateway and provide detail as to why the student is unable to access education in their country of residence. |

Big Picture |
This gateway is to enable Ministry of Education Auckland Office staff to refer Year 10–15 students who are disengaged from education (i.e. displaying chronic non-attendance or low attendance) for registration in Big Picture. Referred students must: be enrolled in schools within the boundaries of Auckland as determined by the Local Government (Auckland Boundaries) Determination 2010. This gateway is available for Term 4, 2020 only and has a limit of 400 students. |

Schools must explain how this additional teaching support will help the student to achieve their NCEA goals. This gateway has a limit of 3000 places. This gateway is available for Term 4, 2020 only. All unused places as at the end of Term 4, 2020 will be made available for students in Auckland, during the 2020/21 summer school period, to register through the Summer School dual-tuition gateway. |
