Exemption of Persons From Requirements of the COVID-19 Public Health Response (Alert Levels 3 and 2) Order (No 2) 2020

Pursuant to clause 34 of the COVID-19 Public Health Response (Alert Levels 3 and 2) Order (No 2) 2020 (“Order”), I, Dr Ashley Bloomfield, Director-General, Ministry of Health, hereby declare that the following persons are exempted from clause 11 and clause 14(1)(a) of the Order:

  1. Front-line skilled quarry workers employed by Winstone Aggregates to travel to sites inside and outside Auckland (Waikato and Auckland) to carry out manufacturing, testing and distribution of sufficient volumes of aggregates for critical road maintenance, infrastructure and construction projects.
  2. For the following named individuals contracted to Fonterra to travel between Auckland and various parts of New Zealand for the purpose of providing essential maintenance at Fonterra milk processing and manufacturing plants: [PX24080001], [PX24080002], [PX24080003], [PX24080004], [PX24080005], [PX24080006], [PX24080007], [PX24080008], [PX24080009], [PX24080010], [PX24080011], [PX24080012], [PX24080013], [PX24080014], [PX24080015], [PX24080016], [PX24080017], [PX24080018], [PX24080019], [PX24080020], [PX24080021].

The persons subject to the exemptions in this notice are subject to the following conditions:

  1. Persons must travel as directly as reasonably possible to and from their place of work;
  2. Persons may only travel out of an alert level 3 area if the following measures are taken to mitigate the risk of COVID-19 spread:
    1. Record their movements, including the place of work travelled to, to support contact tracing;
    2. Ensure two metre distancing is maintained from other persons during work activity where practicable;
    3. Ensure appropriate public health measures are taken;
    4. Where applicable, comply with the Health and Safety plan for the particular work activity.
  3. Persons must meet all health and safety standards and guidance provided by their industry bodies;
  4. Persons are encouraged to carry evidence of their employment while they are traveling in and out of the Auckland region.

This exemption will begin at 11.59pm on 25 August 2020 and cease at the end of the Order.
