Pursuant to section 7 (emergency speed limits) of the Land Transport Rule: Setting of Speed Limits 2017, Napier City Council hereby advises that emergency speed limits have been set as described in clauses 1 to 4 and in the location(s) detailed in the Schedule of this notice.

Notice

1. Title

This notice is the Napier City Council Emergency Speed Limits—Springfield Road, Waiohiki Road and Gloucester Street, Napier.

2. Commencement

These speed limits came into force on and from 25 May 2020 (Springfield Road) and 29 May 2020 (Waiohiki Road and Gloucester Street).

3. Expiry

These speed limits expire on 24 May 2021 and 28 May 2021 unless provoked prior to 24 May 2021 and 28 May 2021.

4. Purpose

The purpose of these speed limits is to:

1. manage speeds on sections of Springfield Road, Waiohiki Road and Gloucester Street within Napier City. Napier City Council as the road controlling authority has identified there is a risk of danger to people on these roads due to increased traffic to the Transfer station and an increased crash risk in the area; and
2. It has been discussed in conjunction with Councils bordering the boundary and determined that lowering the speed limits to 60km/h and 50km/h will make the roads safer to travel on for road workers and road users using the area; and
3. allow time for the development and consultation on permanent speed limit changes on sections of road within Napier City Council.
