Pursuant to section 86(4)(a) of the Immigration Act 2009, by special direction, the following persons are classified as persons to whom a transit visa waiver applies. Any person who is to travel to and be in New Zealand as a transit passenger only, and:

  1. is a citizen of, or a foreign national ordinarily resident in, a country which is not New Zealand; and
  2. is travelling to Auckland, New Zealand from Rarotonga, Cook Islands on Air New Zealand flight NZ945 on 11 April 2020; and
  3. whose immediate destination after transiting through New Zealand is Doha, Qatar travelling on Qatar Airways flight QR923 on 11 April 2020.

This special direction expires at 11.59pm on 12 April 2020, unless cancelled earlier.
