Land Transport Rule: Setting of Speed Limits 2017 and Land Transport Rule: Traffic Control Devices 2004—Rural School Turning Vehicle Hazard Variable Speed Limit—State Highway 6, Canvastown School, Marlborough 90/60km/h Variable Speed Limit

Pursuant to clause 5.2(1) of the Land Transport Rule: Setting of Speed Limits 2017, clause 4.4(4) of the Land Transport Rule: Traffic Control Devices 2004 and a delegation from Waka Kotahi, the NZ Transport Agency, I, Glenn Bunting, Manager Network Safety, approve a variable speed limit at Canvastown School, Marlborough as described in Schedule 1, in accordance with the conditions set out in this notice:

Conditions

1. Variable Speed Limit

Waka Kotahi may set a 90/60km/h variable speed limit at the school listed in Schedule 1, to manage the safety of all road users when vehicles are turning at the school, or when there is pedestrian or cycle activity on the road outside the school.

2. Length of Variable Speed Limit

At the locations described in Schedule 1 the variable speed limit on the main road on which the school is located must be a minimum length of 300 metres, unless this condition is impractical, but should not be longer than 600 metres. The length of the variable speed limit on side roads may be shorter than 300 metres.

3. Periods of Operation

The variable speed limit may operate at 60km/h for a maximum period of:

  1. 35 minutes before the start of school, until the start of school;
  2. 20 minutes at the end of school, beginning no earlier than five minutes before the end of school; and
  3. 10 minutes at any time when vehicles are entering or leaving the school grounds or there is pedestrian or cycle activity on the road outside the school.

4. Signs

Speed limit signs that comply with the Land Transport Rule: Traffic Control Devices 2004 must be installed to identify the section of road subject to the variable speed limit. Speed limit signs type R1-2.1, Option B, above a W16-5.1 supplementary “School” sign that comply with the Land Transport Rule: Traffic Control Devices 2004 must be installed to identify the section of road subject to the variable speed limit. When the variable speed limit is operating at 60km/h, the speed limit must be displayed on variable speed limit signs. When the variable speed limit is not operating, the variable signs must be blank.

5. Monitoring and Management

The approval of the 90/60km/h variable speed limit is conditional on Waka Kotahi, Transport Services Group, as the Road Controlling Authority:

  1. Monitoring the speed of vehicles and crashes in the Canvastown variable speed limit school zone for a minimum three-year evaluation period following the implementation of the 90/60km/h variable speed limit. An initial report on traffic speeds and crashes before the change, and on speeds after the change, is to be submitted to the Waka Kotahi by 28 February 2021. Further reports will be provided to the Transport Agency by 28 February of each year until, and including, July 2024; and
  2. Transport Services Group will ensure it meets the requirements of clause 4.4(2)(c) of the Land Transport Rule: Setting of Speed Limits (2017) when the 60km/h signs are active by, if required, considering measures that would reduce operating speeds.

6. Bylaw

Waka Kotahi, Transport Services Group (as the Road Controlling Authority) must set the variable speed limit by making a bylaw in accordance with the Land Transport Rule: Setting of Speed Limits 2017.
