Pursuant to clause 4.5(4) of Land Transport Rule: Setting of Speed Limits 2017 and a delegation from the “Waka Kotahi NZ Transport Agency”, I, Glenn Bunting, Manager Network Safety, approve the setting of the speed limit described in clauses 1 and 2 under the conditions set out in clauses 3 and 4 of this notice.
Approval of 90km/h Speed Limit
1. 90km/h Speed Limit
Waka Kotahi, Transport Services Group (as the road controlling authority), may set a speed limit of 90km/h on the sections of State Highway specified in clause 2 of this notice.
2. Sections of State Highway
A 90km/h speed limit may be set for the following sections of State Highway:
Waka Kotahi, Transport Services Group (as the road controlling authority) may set a speed limit of 90km/h on:
- State Highway 6 Renwick NZTM2000 1668323, 5404974 to State Highway 6 Havelock NZTM2000 1664441, 5428622.
- State Highway 6 Havelock NZTM2000 1663663, 5430495 to Pelorus Bridge NZTM2000 1648048, 5427660.
- State Highway 6 Pelorus Bridge NZTM2000 1648024, 5428239 to Rai Valley NZTM2000 1648648, 5434894.
3. Monitoring and Management
The approval of the 90km/h speed limit is conditional on Waka Kotahi, Transport Services Group, as the Road Controlling Authority:
- Monitoring the speed of vehicles and crashes in the 90km/h sections of road and adjacent rural road sections between Blenheim and Nelson for a minimum three-year evaluation period following the implementation of the 90km/h speed limit. An initial report on traffic speeds and crashes before the change, and on speeds after the change, is to be submitted to; Manager Network Safety, Waka Kotahi by 28 February 2021. Further reports will be provided to the Manager Network Safety by 28 February of each year until, and including, July 2024; and
- Reviewing the 90km/h speed limit no more than 4 years after implementation of the 90km/h speed limit with the objective of a speed limit that is not an interim speed limit and does not require Waka Kotahi approval.
If the reduction in speed limit does not reduce crashes and /or speeds on the 90km/h sections, or Waka Kotahi, Transport Services Group, does not undertake a review of the 90km/h speed limit within four years after the implementation of the 90km/h speed limit as set out in point 2 above, Waka Kotahi, as the Regulator, may require that a new speed limit review is conducted with the objective of a speed limit that is not an interim speed limit and does not require Waka Kotahi approval.
Setting the Speed Limit
4. Bylaw
In accordance with Land Transport Rule: Setting of Speed Limits 2017, the NZ Transport Agency, Transport Services Group, must set the 90 km/h speed limit by making a bylaw.
