Under section 4 of the Measurement Standards Act 1992, section 8 of the Callaghan Innovation Act 2012 and section 103 of the Crown Entities Act 2004, I direct Callaghan Innovation to give effect to Government policy as specified below. This direction comes into effect on 15 May 2017.

The purpose of this direction is to ensure that Callaghan Innovation maintains the capability and capacity of the Measurement Standards Laboratory to provide New Zealand with:

  • uniform units of measurement and standards of measurement; and
  • calibration services traceable, through fundamental physical constants or physical artefacts, to the international system of units.

In carrying out the functions of the Measurement Standards Laboratory, Callaghan Innovation shall have regard to the need for investment in maintenance and replacement as required of equipment, facilities and human capital resources, in order for the Measurement Standards Laboratory to continue providing resilient physical metrology services for New Zealand laboratories to underpin New Zealand’s national conformity assessment and standards system. I direct, in particular, that Callaghan Innovation establish a process through Measurement Standards Laboratory for regular review to the current and future requirements for measurement standards development and maintenance.
