Pursuant to section 241 of the Land Transport Act 1998 (“Act”), I authorise the following person, for the purposes and the term, and on the conditions stated below, to have access to the names and addresses of persons:

• who are currently registered in respect of a motor vehicle(s); and
• who have not instructed the Registrar of Motor Vehicles to withhold their details.

Person: Verifi Identity Services Limited.

Purposes:

• To perform electronic identification checks on the clients of Verifi Identity Services Limited’s customers in accordance with the Identity Verification Code of Practice 2011 (Anti-Money Laundering and Countering Financing of Terrorism Act 2009); and
• to perform name and address checks on the clients of Verifi Identity Services Limited’s customers in accordance with the customers' legitimate business practices where consent has been given by the client.

Term: For a period of five years commencing 31 January 2018 and expiring at midnight on 30 January 2023.

Conditions:

1. The names and addresses are accessed only by Verifi Identity Services Limited on its own behalf and solely for its own use;
2. the names and addresses are accessed only for a specified purpose;
3. the fees charged for the provision of the names and addresses from the Motor Vehicle Register are duly paid;
4. any identified instances of unauthorised access are immediately notified to the NZ Transport Agency and the Privacy Commissioner;
5. before being permitted to access the Motor Vehicle Register under section 241 of the Act, all staff must receive training that emphasises that such access must only be for a specified purpose, and refresher training of all staff also must also be undertaken at appropriate intervals;
6. the names and addresses obtained under this authorisation shall not be disclosed to any third party;
7. access by Verifi Identity Services Limited staff must be restricted solely to those members of staff for whom authorised access is essential;
8. transaction records must be kept for a period of 12 months from the date on which an enquiry was made. Those records need to show date, time and the purpose. Those records are to be provided to the NZ Transport Agency on request, to assist with any audit process;
9. the NZ Transport Agency may conduct an audit on Verifi Identity Services Limited access to the Motor Vehicle Register at any time; and
10. the terms and conditions, if any, imposed by the NZ Transport Agency for access to Motor Vehicle Register information.
