Authorised Access to Certain Names and Addresses Held on the Motor Vehicle Register

Pursuant to section 241 of the Land Transport Act 1998 (“Act”), I authorise the following persons, for the purposes and the terms, and on the conditions stated below, to have access to the names and addresses of persons:

  • who are currently registered in respect of a motor vehicle(s); and
  • who have not instructed the Registrar of Motor Vehicles to withhold their details.

Person: BMW New Zealand Limited

Purpose: To send current BMW New Zealand Limited customers (being those owning new or used BMW Group vehicles) marketing and event information.

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: European Motor Distributors Limited

Purpose: Provision of new vehicle and finance information to persons registered in respect of Audi, Porsche, Skoda and Volkswagen vehicles that relates to the type of vehicle for which the person is registered (i.e. information relating to Audi vehicles may be provided to persons registered in respect of an Audi vehicle).

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: Hyundai Motors New Zealand Limited

Purpose: For provision of direct marketing information solely to persons registered in respect of Hyundai vehicles and relating to such vehicles.

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: Kia Motors New Zealand Limited

Purpose: Product campaigns solely to persons registered in respect of Kia vehicles.

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: Mazda Motors of New Zealand Limited

Purpose: Marketing and research solely in respect of persons registered in respect of Mazda vehicles.

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: Suzuki New Zealand Limited

Purpose: Market research and client surveys, but only in respect of persons registered in respect of Suzuki vehicles.

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: Ford Motor Company of New Zealand Limited

Purposes:

  • To verify Ford customers’ name and address information in marketing communication databases;
  • to obtain current addresses of persons registered in respect of Ford vehicles for direct marketing purposes related to Ford products and services; and
  • to obtain names and addresses of persons currently registered in respect of Ford vehicles for customer satisfaction and customer relationship management purposes.

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: Mitsubishi Motors New Zealand Limited

Purposes:

  • To provide the Mitsubishi roadside breakdown assistance service; and
  • to market by direct mail to the original owners of new Mitsubishi vehicles.

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: Motorcorp Distributors Limited

Purpose: To verify customer information for marketing to persons registered in respect of Jaguar, Land Rover, Renault and Volvo motor vehicles.

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: Holden New Zealand Limited

Purposes:

  • To advise Holden customers (being those owning new or used Holden vehicles) of new product information and relevant product (vehicles and parts) and service offers; and
  • for market research – surveying Holden customers on attitudes around alternative fuels, electric vehicles etc.

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: Honda New Zealand Limited

Purposes:

  • For providing persons registered in respect of Honda vehicles with relicensing reminders; and
  • for product updates, survey research and marketing in respect of persons registered in respect of Honda vehicles.

Term: From 12 October 2017 ending at midnight on 30 April 2018

Person: Toyota New Zealand Limited

Purposes:

  • For marketing and research in respect of persons registered in respect of Toyota, Lexus and Daihatsu vehicles; and
  • to assist in verifying a Toyota customer’s name and address information when investigating vehicle faults for customers or providing them with security-related information (such as keys and audio codes).

Term: From 12 October 2017 ending at midnight on 30 April 2018

Conditions

  1. The names and addresses are accessed only by the authorised persons on their own behalf and solely for their own use;
  2. the names and addresses are accessed only for a specified purpose;
  3. the fees charged for the provision of the names and addresses from the Motor Vehicle Register are duly paid;
  4. any identified instances of unauthorised access are immediately notified to the Secretary for Transport and the Privacy Commissioner;
  5. before being permitted to access the Motor Vehicle Register under section 241 of the Act, all new staff must receive training that emphasises that such access must only be for a specified purpose, and refresher training of all staff also must be undertaken at appropriate intervals;
  6. access must be restricted solely to members of staff for whom authorised access is essential for achieving a specified purpose;
  7. the names and addresses obtained under this authorisation shall not be disclosed to any third party unless such disclosure is necessarily incidental to achieving a specified purpose;
  8. everyone contacted through names and addresses accessed under this authorisation must, at the first opportunity, be informed of their right to opt out under section 241(7)(b) of the Act, and also that they may request that the authorised person immediately remove them from its mailing list so that they will not receive any further marketing or market research-related correspondence; and
  9. compliance with the terms and conditions, if any, imposed by the NZ Transport Agency for access to Motor Vehicle Register information.
