Explanatory note

This notice updates the Dental Council fee schedule with effect from 1 April 2016. The changes consist of:

  • Revised dental therapist, dental hygienist, orthodontic auxiliary, dental technician and clinical dental technician annual practising certificate (APC) fees and disciplinary levies, and consequential changes to the dental therapist, dental hygienist, orthodontic auxiliary, dental technician and clinical dental technician four-month APC fee.
The changes in fees and levies were consulted on (concurrently with the 2016/17 Dental Council budgets consultation) with dentists and dental specialists, dental therapists, dental hygienists, orthodontic auxiliaries, dental technicians and clinical dental technicians and other stakeholders during December 2015 and January 2016. Following the close of the consultation period on 26 January 2016, revised 2016/17 fees and levies were approved by the Dental Council at its meeting on 9 February 2016.
Refunds of disciplinary levies are being made for the 2016/17 practising year to dental therapists, dental hygienists, orthodontic auxiliaries, dental technicians and clinical dental technicians as the balances of the disciplinary levy reserves associated with those professions are forecast to be above minimum disciplinary reserve levels as at 31 March 2016, as determined under the Dental Council’s Level of Reserves policy. Only practitioners for the above-named professions, who hold a current 2015/16 annual practising certificate will receive a refund of disciplinary levies.
  • An additional notice under Education Fees with respect to Accreditation of Degree Programmes cost recoveries as follows:
“Direct professional fees, travel, accommodation and other costs for site evaluation team members together with Council administration expenses for teleconference meetings, printing and postage etc., will be charged to the Educational Institution under review, based on actual costs incurred. Dental Council secretariat administrative overheads incurred throughout the accreditation process will also be charged to the Educational Institution”.
This new notice was also consulted on with stakeholders during December 2015 and January 2016, and approved by the Dental Council at its meeting on 9 February 2016.
  • Amendments to the Annotation of Notes with the addition of the words “and Dental Council secretariat administrative overheads”. This amendment has been made to allow the Dental Council to recover secretariat administrative overheads in the administration of practitioner programmes:

1Fee will be adjusted for any specific requirements of the individual programme, third party costings and Dental Council secretariat administrative overheads, at the time the programme is established.

2Direct professional fees and travel and accommodation expenses for supervisors, those providing oversight, tutor/course administrators etc. and Dental Council secretariat administrative overheads are to be reimbursed by the practitioner on the individual programme. Expenses claimed are on an actual and reasonable basis in accordance with the Dental Council’s fees and payments, and expenses and reimbursement policies. Course materials, venue costs and administration expenses such as printing and postage will be charged based on actual costs.

This amendment was also consulted on with stakeholders during December 2015 and January 2016, and approved by the Dental Council at its meeting on 9 February 2016.

  • Annual practising certificate fees and levies and retention on the register fees for dentists and dental specialists for the recertification year commencing 1 October 2016 will be assessed after the close of the financial year ending on 31 March 2016 and will be consulted upon with stakeholders in June and July 2016.
  • Except as described above, no other changes have been made to fees as previously published in the Oral Health Practitioners (Fees) Notice 2015 (No. 2) published in the New Zealand Gazette, 20 August 2015, Issue No. 90, Notice No. 2015-gs4897.
