Notice Title

Manukura, Palmerston North, Establishment

Pursuant to sections 146 and 156 of the Education Act 1989, I hereby give the following notice.

N o t i c e

1. This notice may be cited as the Manukura establishment.

2. This notice shall come into force the day after its publication in the New Zealand Gazette.

3. I hereby establish a Years 9–13 school in Palmerston North, to be known as Manukura, and designate the school as a designated character school.

4. Manukura will operate the following aims, purposes and objectives, which will together constitute its designated character:

Manukura will provide a unique education for students that promotes academic and sporting excellence within a Ngāti Kauwhata context. Students from Ngāti Kauwhata who desire to explore competitive, athlete pathways through both academic and physical education will be given preference for enrolment.

This designated character is lived out by providing an environment that promotes an educational vision linked to the goals and aspirations of Tahuriwakanui: Ko Tahuriwakanui te whakapūāhurutanga o Manukura.

This will be evidenced by:

    • ensuring the board, staff, students and the culture of Manukura is one that promotes educational and sporting excellence within a Māori context guided by the tikanga of Ngāti Kauwhata;
    • providing a balance between education, sport and culture that is reflected in both curriculum and delivery, where the philosophy of Te Whare Tapa Wha is interwoven;
    • operating a structured timetable designed to holistically encompass academic and sporting performance outcomes that strategically link nutrition, athletic pathways, competition and service to others as integral delivery components;
    • providing a culture where achievement and high expectations are part of the role that students, whānau and family play in each student’s success. This will be normalised within the Ngāti Kauwhata tikanga;
    • producing excellent competency in te reo and Mātauranga Māori through academic and tikanga related opportunities; and
    • working with local and national organisations, including tertiary institutions, to create mutually beneficial partnerships.

5. The constitution of the board of trustees will be in accordance with section 94 of the Education Act 1989.

Dated this 2nd day of July 2015.

Hon HEKIA PARATA, Minister of Education.
