Tariff Concession Approvals, Withdrawals and Declines Notice (No. 11) 2015

I, Alan J. Masters, Chief Customs Officer, Revenue and Assurance, New Zealand Customs Service, acting pursuant to section 8 of the Tariff Act 1988 under delegated authority hereby:

  1. in accordance with Part II of the Tariff approve in respect of the entry of goods listed in the First Schedule to this notice the rates of duty or exemptions from duty specified in that Schedule with effect from the first day of the month so specified;
  2. withdraw with effect 14 days from the date of this New Zealand Gazette, or otherwise at the date so specified, the approvals granted in respect of the entry of goods listed in the Third Schedule to this notice.

Building materials of a kind used in the construction of a residential dwelling, as may be approved by the Minister and subject to such conditions as the Minister thinks fit:
The goods listed hereunder are approved under Reference 94 which applies to Sections V to VII, IX, XIII, XV, XVI, and XX of the Tariff of New Zealand:
Regardless of their composition, building materials of a kind used in the construction of a residential dwelling, including the following:
(i) Foundations, including piles, cement base, steel reinforcing mesh and reinforcing steel bar
(ii) Structural integrity, including trusses, framing and framing elements, supporting beams, bracing components and masonry
(iii) External fabric, including roofing, cladding, rainwater systems, glass and glazing units, windows and doors, frames, chimneys; and elements of these such as pre-coated steel sheet in coil of a kind used for shaping into building materials, uPVC profiles and aluminium extrusions designed for fabrication into windows, roofing underlay, flashings and building wrap
(iv) Internal permanent fabric, including flooring, plasterboard and other wall and ceiling linings, stairs, internal doors, architraves and trim, glass bricks
(v) Insulation, including ceiling, walls, under-floor, and insulation for hot water systems
(vi) Fixing and sealing materials, including nails, screws, bolts, nailplates, hinges, adhesives, sealants and backer rods
(vii) Builders’ hardware, including locksets, passage sets, handles and door stops
(viii) Plumbing elements, including pipes, pipe fittings, tapware, shower slides, roses and mixers, and hotwater storage/water heating systems
Excluding:
External drainage and pipes
(ix) Electrical elements, including cable, switchboards, switches, powerpoints, telephone and light connections (e.g., fixture body and light socket, downlights where the lamp is an integral part of the fitting, but not including light bulbs, fluorescent tubes or the like, or light/lamp shades)
(x) Sanitary fixtures, including lavatory pans, flushing cisterns, hand basins, kitchen sinks, laundry tubs, showers and baths and essential elements of these such as shower heads, slides and flexible hoses for showers
(xi) Permanently fixed joinery, including kitchen cupboards, benchtops, cabinets and splashbacks and elements of these such as handles, hinges and drawer slides
(xii) Paint, tanking and waterproofing products
(xiii) Plasterboard joint, stopping and finishing compounds

(3) Appliances (such as stoves, rangehoods, hobs), floor coverings (such as carpets, vinyl and tiles), wall coverings such as wallpaper (but not paint), articles for heating, ventilation and air-conditioning (such as heat-pumps and heaters), smoke detectors, lamps and light fittings, lighting fittings, elevators, security systems, landscaping and decorative items and materials for outdoors, all tools including machine tools and hand tools

Any request for a review of a decision must be lodged with the Ministry within one calendar month of the notification of the decision in the Customs Edition of the New Zealand Gazette.
