Pursuant to subclause 3.4(1) of Land Transport Rule: Traffic Control Devices 2004 (“the Rule”) and a delegation from the NZ Transport Agency, I, Glenn Bunting, Network Manager, authorise the installation and maintenance of alternative supplementary signs for the W3-2 (temporary) or W14-7 (permanent) slippery surface signs:
- for the purpose described in Schedule 1;
- in the form and layout set out in Schedule 2;
- at the locations stated in Schedule 3;
- for the period specified in Schedule 4; and
- subject to the conditions in Schedule 5.
The signs may be installed for the purpose of evaluating their use and the trial will be called the “slippery when wet supplementary signs trial”.
Schedule 1—Purpose of trial
The purpose of the trial is to:
- evaluate the effectiveness and safety of alternative supplementary signs for the W3-2 slippery surface (temporary) or W14-7 slippery surface (permanent) warning signs; and
- assess the effect on drivers’ behaviour and reaction to the alternative signs.

Schedule 4—Period of trial
The trial may begin after the publication of this notice and, unless terminated earlier, must end by 30 April 2016.
Schedule 5—Conditions and evaluation
- For the permanent (yellow (R)) signs:
- one of the trial supplementary signs or the standard W14-7.2 “when wet” supplementary sign may be installed below a W14-7 slippery surface warning sign at each of the three trial sites. After a minimum period of one month, speed and headway data may be measured.
- When sufficient data has been collected, each of the supplementary signs shall be moved to a different trial site, where the signs must remain for a further month before speed and headway data is again measured at each site.
- The process in (a)(ii) shall be repeated so that each supplementary sign is installed for a minimum of one month at each trial site.
- For the temporary (orange (RF)) signs:
- one of the trial supplementary signs may be installed below a W3-2 slippery surface warning sign at each of the three trial sites. After a minimum period of one month, speed and headway data may be measured.
- The process in (a)(ii) shall be followed and repeated so that each supplementary sign is installed for a minimum of one month at each trial site.
- An evaluation and analysis must be undertaken as outlined in the trial application document received from Opus Research on 3 December 2014. An evaluation report must be sent to me by 30 June 2016.
