Pursuant to section 62(1)(a) of the Ngati Apa ki te Ra To, Ngati Kuia, and Rangitane o Wairau Claims Settlement Act 2014 ("the Act"), the Minister of Conservation hereby notifies that the area described in the Schedule hereto has been declared to be subject to an overlay classification known as Wairau Lagoons and Te Pokohiwi / Boulder Bank Historic Reserve by section 54 of the Act.
The provisions of the Act which relate to Wairau Lagoons and Te Pokohiwi / Boulder Bank Historic Reserve are sections 90 and 145.
Pursuant to section 25(1)(b) of the Act, the Minister hereby notifies that the following protection principles are directed at the Minister of Conservation avoiding harm to, or the diminishing of, the Rangitane values related to Wairau Lagoons and Te Pokohiwi / Boulder Bank Historic Reserve:
(a) Protection of wahi tapu, indigenous flora and fauna and the wider environment within the Wairau Lagoons and Te Pokohiwi / Boulder Bank Historic Reserve;
(b) recognition of the mana, kaitiakitanga and tikanga of Rangitane over, and within, the Wairau Lagoons and Te Pokohiwi / Boulder Bank Historic Reserve;
(c) recognition of Rangitane as kaitiaki over the Wairau Lagoons and Te Pokohiwi / Boulder Bank Historic Reserve mahinga kai and other traditional resources;
(d) acknowledgement of Rangitane tikanga / kawa over the Wairau Lagoons and Te Pokohiwi / Boulder Bank Historic Reserve;
(e) respect for the association of Rangitane with the Wairau Lagoons and Te Pokohiwi / Boulder Bank Historic Reserve;
(f) recognition of the historical, cultural and spiritual significance of the Wairau Lagoons and Te
Pokohiwi / Boulder Bank Historic Reserve to Rangitane; and
(g) recognition of the relationship of Rangitane with their wahi tapu, wahi taonga and sites of significance.
