Pursuant to sections 29 or 34 of the Racing Act 2003, New Zealand Thoroughbred Racing Incorporated (NZTR) has made the following changes to the Rules of Racing.
Industry consultation has taken place on these amendments and NZTR's Board of Directors has sought the views of the Judicial Control Authority and the New Zealand Racing Board Dates Committee.
The Judicial Control Authority and the New Zealand Racing Board Dates Committee have approved these amendments.
Deleted words are struck out and added words are shown in bold.
BETTING BY RIDERS
707 (1) Subject to Rules 708 and 709, a Rider may only bet on a race and/or sports event (including but not limited to a Race) in New Zealand or in any other jurisdiction provided that where he is betting on a Race and he is riding a horse in that Race he may only bet on the horse he is riding and only where:
(a) he is the or an Owner or lessee (as the case may be) of that horse; or
(b) in any other case through or with the permission of the Owner or lessee (as the case may be) of that horse or the Racing Manager of such Owner or lessee (as the case may be),
And where the Rider is on a Racecourse in New Zealand he may only bet in accordance with this Rule 707 where he uses his mobile phone to place such a bet through his account with an Authorised Wagering Operator.
(2) Despite sub-Rule (1) above, a Rider under the age of 18 years must not bet on any race and/or sports event (including but not limited to a Race).
(3) A Rider shall at any time (including but not limited to where that Rider is suspected of acting in contravention of sub-Rule (1) or (2) above), upon request by a Stipendiary Steward or Investigator, supply written or electronic records of all bets made through that Rider's accounts, including written or electronic records of that Rider's mobile phone records.
(4) In circumstances where a Rider may not bet, a Rider must not:
(a) have a bet placed on his behalf; or
(b) receive any money, present, share, or other benefit in any way connected with any bet.
707 (1) Subject to sub-Rule (2) below:
(a) A Rider must not:
(i) bet or have any interest in a bet, or facilitate a bet; or
(ii) have any interest in a contingency
in relation to any Race or in any way connected with any Race run on a day on which a Rider rides in a Race. For the purpose of this Rule, the reference to bet includes Laying any horse.
(b) If a Rider bets (in circumstances other than those in sub-rule (a)), that Rider must place that bet through his or her betting account with an Authorised Wagering Operator using his or her mobile phone or any other electronic communication device of the Rider (including a smartphone, laptop, personal computer, tablet, pager, or other similar device).
(2) An Amateur Jockey may bet or have any interest in a bet, or facilitate a bet, on any Race, or any contingency which includes or relates to any Race other than any such Race in which he or she is riding. For the purpose of this Rule, the reference to bet includes Laying any horse.
(3) A Rider shall upon request by a Stipendiary Steward or Investigator, supply written or electronic records of all bets made through that Rider's betting accounts, including written or electronic records of that Rider's mobile phone and other electronic communication devices.
(4) For the purpose of Rule 801(t), any breach of this Rule 707 is deemed to be a Serious Racing Offence.
