In accordance with section 34(1)(a) of the Civil Aviation Act 1990, the Minister of Transport hereby gives notice of his intention to make the following ordinary Civil Aviation Rules:
Part 102 – Unmanned Aircraft Operator – Certification
The purpose of this rule is to prescribe requirements for the certification of operators of unmanned aircraft.
Part 102 will apply to all operators of unmanned aircraft, except those that operate exclusively under Part 101 Gyrogliders and Parasails; and Unmanned Balloons, Kites, Rockets, and Model Aircraft – Operating Rules.
The proposal will improve the regulation of unmanned aircraft in New Zealand, ensuring that these aircraft have appropriate regulatory oversight and do not pose a threat to aviation safety.
It will put in place a certification process for operators of unmanned aircraft, while continuing to allow low-risk unmanned aircraft activity under Part 101.

Part 91 – General Operating and Flight Rules
