Notice of Access to Material Incorporated by Reference into the Energy Efficiency (Energy Using Products) Regulations 2002

Pursuant to section 52 of the Legislation Act 2012, the Manager Energy Markets, Ministry of Business, Innovation and Employment, gives the following notice.
The Energy Efficiency (Energy Using Products) Amendment Regulations (No 2) 2013 were made on 23 September 2013 and will incorporate the standards set out in the table below into the Energy Efficiency (Energy Using Products) Regulations 2002 from 1 April 2014.
The following table sets out the standards, where the standards can be purchased and the reason for incorporation.

To incorporate Amendment 1 of AS/NZS 5813.2:2012 which corrects a number in Table 4.2 of that standard
Computer monitors Minimum energy performance standard:
AS/NZS 5815.2:2013: Information technology equipment-Energy performance of computer monitors-Part 2: Minimum energy performance standards (MEPS) and energy rating labels www.standards.co.nz
To incorporate Amendment A of AS/NZS 5815.2:2013 which removes a clause from that standard related to electronic labelling that is superfluous

To introduce minimum energy performance requirements (that align with Australian requirements) for multiple split system air conditioners and air-to-air heat pumps
Testing standards options:
AS/NZS 3823.1.4:2012 Performance of electrical appliances-Airconditioners and heat pumps-Part 1.4: Multiple split-system airconditioners and air-to-air heat pumps-Testing and rating for performance www.standards.co.nz
To introduce testing standard options for multiple split system air conditioners and air-to-air heat pumps
AS/NZS 3823.3:2002 Performance of electrical appliances-Airconditioners and heat pumps-Part 3: Calculation of performance for minimum energy performance standard (MEPS)
Note that these requirements will apply-
(a) in accordance with clause 3.4(c), or (d) of AS/NZS 3823.2:2013; and
(b) despite clause 1.1(ii) of AS/NZS 3823.3:2002; and
(c) as if clauses 1.5,1.6.1, 2.1, 2.2, 2.5.2, 2.7.2, and 2.7.3 of AS/NZS 3823.3:2002 included a reference to AS/NZS 3823.1.4:2012

The standards are available for inspection, at no charge, between the hours of 9.00am and 5.00pm from Monday to Friday
(excluding statutory holidays) at:
- the Ministry of Business, Innovation and Employment office located at 33 Bowen Street, Wellington 6011; or
- the Energy Efficiency and Conservation Authority office at Level 8, 44 The Terrace, Wellington 6011.
